- RFP: SP4701-12-R-0008 Projected Solicitation Issue Date: February 06, 2012 Closing Date: March 5, 2012 DLA Contracting Services Office - Philadelphia has a requirement for the Reverse Auction Pricing Tool (RAPT). The contract resulting from this solicitation will be Firm Fixed Price. This will be an unrestricted procurement for integrated, cost-effective, flexible web-based auction software. All manufacturers, authorized dealers and resellers are encouraged to participate in the solicitation. The period of performance will be a one (1) year base period from the date of award and include two (2) one (1) year option periods. The solicitation once issued, will be posted onto FEDBIZOPPS, https://www.fbo.gov/. All responsible sources will be able to submit a proposal which will then be considered by DLA Contracting Services Office - Philadelphia. The solicitation will allow for a single award and will be evaluated using best value source selection procedures whereby technical merit is considered significantly more important than price. Copies of this solicitation will not be available until the solicitation issue date.
