- Draft PWS FEMA Region One (1) is contemplating a Firm Fixed Price one (1) year, four (4) option years contract for Facilities Maintenance Support Services. This is a Sources Sought Notice for market research purposes only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to determine the set-aside category for this acquisition. FEMA Region One is seeking U.S. qualified and interested parties in any of the following categories: Small Business Administration (SBA) certified 8(a), Small Business (HUBZone), Service Disabled Veteran-Owned Small Business (SDVOSB), woman-owned small businesses and/or Small Business (SB) sources with current relevant qualifications, experience, personnel, and capability to perform. Capability Statement/Information Sought: Respondents must provide brief summaries (date of project, location, owner's name, contract value, description of work) of at least three examples of work performed within the past three calendar years equivalent to that outlined below in the scope of work section that was predominantly accomplished directly with your own work force (not subcontracted out). Summary should also include an indication of current certified small business status. Your responses to the information requested will assist the Government in determining a small business set-aside. This notice is not intended to seek responses from general contractors who do not possess the required experience and technical expertise within their own company. This project has specific experience and qualification requirements that will be included in any subsequent advertisement for offers. FEMA is also seeking best practices for Line Item structure for Specific Tasks listed in Section 5 of the Performance Work Statement. Suggested format can be included in the summary labeled Line Item Structure. Information Submission Instructions: All Capability Statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Carol H. Domingue, Contracting Officer, at carol.domingue@fema.dhs.gov in MS Word or Adobe Portable Document Format (PDF), by January 31,2012, 9:00 AM, EST. **All responses must be received by the specified due date and time in order to be considered. The NAICS code for the project is 561210. The small business size standard is $14 M. Place of Performance The facility's maintenance and repair will be located at both 63/65 Marlboro Road, Maynard, MA. Period of Performance The period of performance is one base year from date of award and up to four (4) additional option years possible. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities, however, responses to this notice will not be considered adequate responses to a solicitation.
