DHS Form 11000-6, Nondisclosure Agreement DHS Management Directive (MD) 11042.1, Safeguarding Sensitive but Unclassified (For Official Use Only) Information SYNOPSIS AND INSTRUCTIONS FOR ACCESS TO THE VIRTUAL READING ROOM: THIS IS A PRE-SOLICIATION NOTICE ONLY: The Department of Homeland Security (DHS), Customs and Border Protection (CBP), Office of Technology Innovation and Acquisition (OTIA) has a requirement for the Remote Video Surveillance System (RVSS) Upgrade and intends to issue a solicitation on a full and open competition basis to procure a fully integrated, non-developmental, RVSS upgrade that encompasses open system architecture to be used by United States Border Patrol (USBP) Agents. DHS/CBP is NOT interested in any kind of a system development. The RVSS Upgrade procurement is one element of a broader CBP strategy to rapidly acquire non-developmental (and ideally commercially available) systems to support border protection efforts. The technology combines with other resources and capabilities, notably personnel, infrastructure, and intelligence, to improve the overall efficiency and effectiveness of our border protection efforts. The RVSS upgrade capability will provide enhanced persistent, wide area surveillance for detection, tracking, identification and classification of illegal entries. The RVSS Upgrade consists of two parallel activities; (1) upgrade selected RVSS sites with newer capability and (2) install upgraded technology at new sites. The currently existing RVSS utilizes multiple color cameras and thermal infrared detection video cameras and ancillary equipment, which are integrated into a remotely controlled system that can monitor and record activity within an Area of Responsibility (AoR) during both daytime and nighttime operations. The RVSS sensor images are transmitted via a dedicated communications sub-system to a Border Patrol Station where the information is processed, displayed, and where the USBP agent can monitor and control the system. The Government expects the solicitation to be released via FEDBIZOPS on or about 31 January 2012 and is not seeking proposals from industry at this time. COMPETITION TYPE: Full and Open Competition based upon Best Value with a base and option quantities/periods. DESCRIPTION OF THE REQUIREMENT: The U.S. Customs and Border Protection intends to award a Firm Fixed Price (FFP), single award contract. The contract will be awarded for an initial site upgrade in the State of Arizona. Upon successful completion and Government acceptance of the initial site installation, the Government may at its option, exercise additional station AOR installs within Arizona and the state of Texas. Operation and maintenance of all sites is also contemplated under this contract. The period of performance of this contract is anticipated to be ten years after contract award. PREVIOUS RELATED FEDBIZOPS LINKS : FEDBIZOPS Pre-solicitation notice HSBP0211RRVSS dated February 15, 2011. INSTRUCTIONS FOR ACCESS TO THE VIRTUAL READING ROOM A virtual reading room will be established to provide access to information related to solicitation # HSBP1012R0027. A virtual reading room is available on www.fbo.gov for prospective offerors who desire to review documentation relevant to this solicitation. It is the Government's expectation that offerors will become familiar with the information in the reading room prior to proposal submission. After the initial posting, the Government may subsequently update the reading room with additional documents. Therefore, each offeror is encouraged to monitor the reading room on a regular basis. An index of documents will be maintained to assist in monitoring the currency of the reading room contents. Several of the documents will be marked "For Official Use Only" or "FOUO" and must be treated in accordance with Management Directive (MD) 11042.1, Safeguarding Sensitive but Unclassified (For Official Use Only) Information. MD 11042.1 is attached to this presolicitation notice. Documents not marked "For Official Use Only" or "FOUO" are not considered FOUO. However, all documents contained within this presolicitation notice are to be shared only on a "need to know basis" with U.S. Citizens who have signed a valid Non-Disclosure Agreement (NDA) (DHS Form 11000-6) pursuant to the instructions below. INSTRUCTIONS Only one person per vendor will have the ability to download reading room documents from FEDBIZOPS. That person must (1) be a US Citizen and (2) sign a DHS NDA Form 11000-6. Additionally, once downloaded, documents can only be accessed by individuals who (1) have a need to know (2) are US Citizens and (3) have validly signed NDAs. The following procedures must be followed: 1. Vendors must be registered in the Central Contractor Registration at www.ccr.gov ; 2. Vendors must submit an electronic request to OTIARVSSUPGRPRGM@cbp.dhs.gov. Attached to the request must be a PDF document on company letterhead and signed by a Facility Security Officer providing the following information: a) Solicitation #HSBP1012R0027; b) Vendor name; c) Vendor address; d) Data Universal Numbering System (DUNS) Number; e) Name of the individual assigned responsibility for downloading reading room documents from www.fbo.gov. NOTE, this person must have a www.fbo.gov user account; f) Name of each individual who will access the documents on a "need to know" basis; g) Signed and witnessed NDAs, on DHS Form 11000-6, for each individual listed above in "e" and "f". The box for "Other Sensitive but Unclassified (SBU)" shall be initialed and the witness shall be a Facility Security Officer; h) Commercial and Government Entity Code (CAGE) Number; i) Certification by a Facility Security Officer certifying that: a. The individual who will download documents from www.fbo.gov is a US Citizen; b. Once reading room documents are downloaded, individuals who access the documents (1) have a "need to know" (2) are US Citizens and (3) have a signed and witnessed NDA approved by the Government. c. FOUO information will be handled in accordance with DHS Management Directive (MD) 11042.1, Safeguarding Sensitive but Unclassified (For Official Use Only) Information. Disposal of FOUO information will occur when a vendor is notified of elimination from the competition; d. ALL original signed NDAs will be mailed to Bernard Watson within 15 business days from the date of signature. Please address mail to: Mr. Bernard Watson 1901 S. Bell Street, Suite 600 Arlington, VA. 20598 j) Name, title, telephone number, and e-mail address of the Facility Security Officer providing the certification; 3. Within 2 business days after the date of email submission, the Government will reply to the vendor's email (1) confirming whether access to the documents will be granted via www.fbo.gov and (2) confirming the names of each individual with a valid NDA. 4. The individual assigned responsibility for downloading reading room documents from www.fbo.gov must request access to the secure document package on www.fbo.gov. 5. Within 2 business days after the date of the request in #4, the Government will grant access. MULTIPLE REQUESTS FOR ACCESS TO DOWNLOADED DOCUMENTS The Government understands that vendors may not identify all individuals with a "need to know" at the time of the initial request. Therefore, vendors are allowed to provide signed NDAs to the Government on only 2 occassions. In no case will the Government entertain a vendor's submission with signed NDAs more than 5 business days after release of the RFP. QUESTIONS Questions regarding the documents will not be entertained until the RFP is released and must follow the submission procedures in Section L of the RFP. Questions regarding procedures for gaining access to the documents in the virtual reading room shall be sent to OTIARVSSUPGRPRGM@cbp.dhs.gov with "Question regarding virtual reading room" in the subject line.
