Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Internal Revenue Service (IRS) solicitation number is TIRNO-12-Q-00050 and the provisions and clauses in effect through FAC 2005-55 are incorporated into this Request for Quotation (RFQ). The IRS is seeking the following Q-matic brand name products and services: CLIN 0001: Q-matic TP3115 Client Ticket Printer, Quantity 157 (ea) CLIN 0002: Q-matic TP3115 Client Ticket Printer Table Stand, Quantity 157 (ea) CLIN 0003: Software Configuration Hourly, Quantity 157 (ea) CLIN 0004: Q-matic Hardware Maintenance, Quantity 12 months The period of performance will be one year from the date of award. All equipment should be shipped to the following location: IRS - National Depot National Hardware Depot Coordinator 2021 E. Woodward St., Stop 1475 Austin, TX 78741 The rationale for this brand name requirement is that Q-Matic provides a proprietary commercial-off-the-shelf (COTS) networking solution that is uniquely capable of providing the queuing and management information that will address IRS' strategic plans for improved customer service, employee satisfaction and business results. The IRS currently has Q-Matic queuing management systems installed in approximately 400 existing locations in Field Assistance areas nationwide. The existing systems use proprietary Q-matic hardware and software that cannot be duplicated, substituted, or serviced, by any other manufacturer. The new systems must integrate with the existing IRS queuing management systems, Tier B programs, and IRS network infrastructure. The system is networked to provide on-line access to Customer Service statistics. No other product can provide the compatibility with IRS' installed base systems. Due to the proprietary nature of the hardware and software, the Q-Matic Corporation possesses the unique equipment, experience and capabilities to provide our required solution. The Q-Matic Corporation's proprietary hardware and software renders them the only qualified manufacturer to provide these products and services. The following FAR provisions and clauses in effect through FAC 2005-55 are applicable to this solicitation: 52.212-1 "Instructions to Offerors - Commercial," Offerors shall include a completed copy of the provision at 52.212-3 "Offeror Representations and Certifications - Commercial Items", with their quotation, 52.212-4 "Contract Terms and Conditions - Commercial Items," 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Order - Commercial Items, " the following clauses cited in 52.212-5 are also applicable: 52.219-28 "Post-Award Small Business Program Representation", 52.222-3 "Convict Labor", 52.222-19 "Child Labor-Cooperation with Authorities and Remedies", 52.222-26 "Equal Opportunity", 52.222-21 "Prohibition of Segregated Facilities", 52.223-18 "Encouraging Contractor Policies to Ban Text Messaging While Driving", 52.225-1 "Buy American Act-Supplies", 52.225-13 "Restrictions on Certain Foreign Purchases", 52.239-1 "Privacy or Security Safeguards." All responsible sources that can provide the brand name requirement described above shall submit a written quotation (containing their DUNS number) no later than 2:00pm EST on Tuesday, January 31, 2012. The IRS intends to award a firm fixed-price purchase order. The Offeror who submits the lowest priced, technically acceptable quotation will be selected for award. The IRS is seeking a discount. All quotations must include unit and total price(s), as well as any discounted price(s); Quotes over 5 pages in length will not be accepted.
