Description
GSA MULTIPLE AWARD SCHEDULE (MAS) SOLICITATION. The Greater Southwest Acquisition Center, Fort Worth, Texas, is issuing a refreshed solicitation effective January 23, 2012 electronically. IMPORTANT: CURRENT SCHEDULE 084 CONTRACTORS DO NOT NEED TO RESPOND TO THIS ANNOUNCEMENT. NOTICE: The GSA Multiple Award Schedule (MAS) program has recently experienced a tremendous increase in new offers. Due to the large number of new offers currently in process, it could take up to 12 months before your offer is evaluated. GSA's practice is to evaluate offers in the order in which they are received. However, GSA may give priority to processing certain offers when circumstances dictate, such as when a federal agency Contracting Officer specifically requests an expedited offer review in order to meet a pending requirement that will be procured under the MAS program, or when there is a need for GSA to bring strategically critical new products or services to market in order to meet federal customer needs. SIGNIFICANT CHANGES: Please review the solicitation document for clause changes. Please note that effective January 1, 2005, all vendors submitting an offer under this Solicitation must have their Offeror Representations and Certifications updated in the Online Representations and Certifications Application (ORCA) website. The ORCA website can be accessed http://www.bpn.orga.gov. Please note that any offer submitted after February 22, 2012 MUST be submitted on the Solicitation dated January 23, 2012 (Refresh #18) and must be submitted through the eOffer system. Offers received after February 22, 2012 that are submitted on prior versions will not be accepted. Effective December 10, 2010, firearm lubricants added by modification to current contracts or awarded under new contracts for Special Item Number (SIN) 426-4G, Firearms Storage, Securing and Cleaning Equipment; Unloading Stations; Bullet Recovery Systems and Gun Racks must meet the Bio-preferred standard. Executive Order 13514 (http://www.fedcenter.gov/programs/eo13514/]) requires that 95% of all new contract actions are designated for green products and/or services through certification guidelines established by governmental agencies. In order to begin implementation of that order, GSA has designated that one SIN on Schedule 84 will require green certification. For SIN 426-4G (Attachment 5), firearm lubricants must be certified as Biopreferred by obtaining certification from the U. S. Department of Agriculture at www.biopreferred.gov. The offeror must make an affirmative statement that the products offered are compliant with the applicable standard and the products are listed on the USDA website. If not listed, the Contracting Officer reserves the right to ask for copies of the certification. This refresh includes the addition of five (5) new SINs for Ancillary Supplies and/or Services: 260-1000, 465-1000, 633-1000, 246-1000, and 426-1000. These SINs may only be offered in conjunction with the offer of a corresponding product SIN. Effective with this refresh (18), offers longer accepted under SIN 246-50; services previously covered under SIN 246-50 are now covered under new SIN 246-1000. Effective with this refresh (18), offers longer accepted under SIN 260-98; services previously covered under SIN 260-98 are now covered under new SIN 260-1000. The solicitation is entitled Schedule 084: Total Solutions for Law Enforcement, Security, Facilities Management, Fire, Rescue, Special Purpose Clothing, Marine Craft and Emergency/Disaster Response. The products/services addressed in this solicitation are: FSC Group 19, Marine Craft and Equipment, Inboard and Outboard Engines, Towable Bladders and Floating Marine Barriers, and Buoys (Attachment 01), FSC Group 42, Firefighting and Rescue Equipment, Urban and Wildland (Attachment 02), FSC Group 63, Alarm and Signal Systems/Facility Management Systems, Professional Security/Facility Management Services, and Guard Services (Attachment 03); FSC Group 84, Special Purpose Clothing (Attachment 04), and FSC Group 84, Law Enforcement and Security Equipment (Attachment 05). The basic solicitation includes clauses, which are applicable to the solicitation/resultant contract. The basic solicitation has multiple attachments pertaining to various aspects of the solicitation. Offerors must complete and return all exhibits or attachments applicable to the product/services, which they intend to offer. Please read the attachment entitled, Information and Instructions to Offerors, for information and instructions on completing the solicitation and attachments. This is a standing solicitation with no closing date for receipt of offers. This solicitation will remain in effect until it is replaced by another refreshed solicitation. The Federal Supply Schedule period is continuous and will contain contracts with periods that commence on the date of award (DOA) and expire five years (exclusive of any options) from the DOA unless further extended pursuant to any option to extend the term of the contract, or cancelled sooner. This solicitation contains an option clause, Option to Extend the Term of the Contract (Evergreen), which allows the Government to extend the contract three additional five-year periods, not to exceed a total of twenty years. All contracts will be indefinite delivery indefinite quantity contracts with a $2500 guaranteed minimum for the contract period. All contracts to be awarded include Industrial Funding Fee provisions. The Trade Agreements clause applies to this solicitation. No items are set aside for small business in this solicitation.
