Description
The US Department of Interior, through its Franchise Fund activity, Acquisition Services Directorate (AQD), is issuing this solicitation, Number D12PS00066 as a Request for Proposals (RFP) on behalf of the US Department of Defense, Executive Agent for Space Staff (EA4SS). AQD anticipates awarding a single Indefinite Delivery/Indefinite Quantity contract to provide System Engineering and Technical Assistance (SETA) Support for the EA4SS. The contract will be awarded for a base period of one year and two one year option periods. The potential aggregate total of all contracts over the term of the contract is $50,000,000. This is an acquisition for commercial services and will be conducted using the guidance in FAR 12 and FAR 15. The applicable NAICS code is 541990, "All Other Professional, Scientific, and Technical Services". The small business size standard is $7.0 million. This procurement is being solicited on an unrestricted basis, open to large and small business concerns. PURPOSE OF IDIQ/SCOPE OF WORK: The DoD Executive Agent for Space Staff (EA4SS) was established to assist DoD leadership in integrating and coordinating defense space (DS) activities. To effectively plan, integrate, and coordinate these highly complex space and space-related systems of systems, the EA4SS must be involved in a wide range of activities, including joint service activities, leveraging commercial technologies, developing new business approaches; and defining space and space-related solutions, and their relationship to terrestrial, maritime, and air solutions, to warfighter and national intelligence needs. The EA4SS' efforts require collaboration and integration of ongoing activities across the national security space (NSS) community to include DoD operational commands, acquisition centers and laboratories; IC organizations; military services and national agencies; and commercial and international organizations. The EA4SS' supports planning, program assessment, architecture development, and related activities to integrate DoD, civil, commercial, and Intelligence Community (IC) space capabilities. The Staff serves as the Secretariat for the Defense Space Council and is the principal advisor to the Secretary of the Air Force in his role as the Executive Agent for Space, on space issues including policy and strategy formulation, international engagement, industrial base support, and commercial partnership. To support EA4SS efforts across the broad spectrum of defense space missions, the Contractor shall provide expertise in the functional areas described in Appendix 1 of the Statement of Work (SOW) (to be released with the Solicitation). To this end, the EA4SS' strength is to lead the DoD toward a unified and integrated defense space enterprise by creating innovative alternatives backed by sound systems engineering, integration, and architectural concepts and principles. The SOW describes the SETA support required by the EA4SS to "Lead Collaborative Efforts to Integrate and Coordinate Defense Space Activities to Achieve Unity of Effort." This effort also includes supporting the Department of Defense (DoD), the Intelligence Community (IC), and other government agencies in the execution of their responsibilities for the operation, readiness, sustainment, modernization and evolution of DS capabilities. The SOW supports the EA4SS mission including integration and coordination with other agencies and organizations sharing mutual interests dealing with the space and space-related (air, terrestrial and maritime) mediums across the broad spectrum of national security missions. This includes, but is not limited to, EA4SS' coordination and integration efforts with the Services, DoD agencies, the IC, as well as civil, commercial, and international organizations. The SOW also encompasses the functions necessary to provide decision support throughout policy, strategy, planning, acquisition, and operational phases. The Contractor shall provide the expertise to support the EA4SS in its mission including evaluating and analyzing emerging needs and solutions. The functions listed below are described in the SOW in detail:-Decision Support, Assessment, and Evaluation-Enterprise Engineering & Architecture Development-Analysis, Modeling, and Simulation-Policy, Strategy, Planning and Future Concepts-Business Support Baseline Efforts-Surge Capacity for Future Efforts Beyond Baseline and Special Studies and Analysis-Program Management The objectives of the SOW are to describe the SETA expertise required by EA4SS in the execution of assigned tasks in the management of DS, including support to senior DoD decision makers across a variety of DS systems and systems of systems for all functional areas (Appendix 1 of the SOW). Source Selection Procedures as identified in FAR Part 15.3 will be utilized in the selection of the firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best value source selection procedures incorporating tradeoffs between price and non-price factors. Award may be made without discussions.
