All responsible sources may submit a capability statement, proposal, orquotation, which shall be considered by the agency. One or more of the items under this acquisition may be subject to anAgreement on Government Procurement approved and implemented in theUnited States by the Trade Agreements Act of 1979. All offers shall bein the English language and in U.S. dollars. All interested suppliersmay submit an offer. Based upon market research, the Government is not using policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However, interestedparties may identify to the contracting officer their interest andcapability to satisfy the Government's requirement with a commercialitem within 15 days of this notice. IAW IG5305.207(c)(91)(3) Note H: Caution: The drawings which will befurnished under this RFP and any resultant contract are proprietary tothe Boeing Company. Proprietary Firms interested in proposing on thisRFP must have on file a Data current OC-SAF/66, "Rights GuardCertificate", signed by an individual authorized to bind your company,or the bid package will not be furnished. This certificate may beobtained from OCALC/PKXDA, Tinker AFB OK 73145-5320. Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies (or Services)required are available from only one or a limited number of responsiblesource(s) and no other type of supplies or services will satisfy agencyrequirements.It is suggested that small business firms or others interested insubcontracting opportunities in connection with the describedprocurement make contact with the firm(s) listed.Specifications, plans, or drawings relating to the procurement describedare incomplete or not available and cannot be furnished by theGovernment. The Government does not own the data or the rights to the data needed topurchase this part from additional sources. It has been determined tobe uneconomical to buy the data or rights to the data.
