Description
The Department of Commerce National Oceanic and Atmospheric Administration (NOAA)/Mission Support Division, Norfolk, VA is issuing notice of intent to negotiate a sole source procurement with Markey Machinery Company, Inc for providing an overhaul parts-kit and a service representative for the supervision of the rebuild process of a complete overhaul of the Markey Winch, Model COM15V aboard the NOAA Ship Nancy Foster. This winch was designed and built by Markey Machinery Company, Inc. The period of performance shall start on or about February 6, 2012 in accordance with the ship's schedule and shall take fourteen (14) days to complete. Work shall be preformed aboard the NOAA Ship Nancy Foster, 1050 Register Street, Charleston, SC 29405-2421. The statutory authority is 41 US 253(c)(1), Only One Responsible Source. The government intends to award a firm-fixed price purchase order for this requirement. Markey Machinery has provided/installed the winch on board the NOAA Ship Nancy Foster. The components of the winch are proprietary and require the supervision of Markey Machinery technicians to ensure work is performed in accordance with manufacturer's proprietary technical specifications and guarantee safety, reliability, and prevent inadvertent damage. No other entity can provide the necessary repairs required as required by a Markey Machinery certified technician. Markey Machinery does not have a factory certification or authorized dealership network from which various vendors/dealers can be solicited. Any warranty or performance issues with this system would put the Government at a severe disadvantage if another contractor were to attempt to overhaul the winch without the supervision of a Markey Machinery technical representative. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). The applicable NAICS code is 423830. Interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be submitted by 11:00 a.m. Eastern Standard Time, February 2, 2012. This notice of intent is not a request for competitive proposals.
