- This advance notice is to inform the public of the Maine Army National Guard's (MEARNGs) intent to conduct a competitive acquisition for a Bid-Build construction project for the Brunswick Armed Forces Reserve Center (AFRC) located at the former Brunswick Naval Air Station (BNAS) in Brunswick, Maine. The Project consists of construction of a 62,901 gross square feet AFRC and all associated supporting facilities. This project is new permanent type construction and will be designed as a state-of-the-art facility. Functional space will include administrative office areas, equipment storage rooms with arms vault, heated and unheated storage space, equipment locker rooms, unit level maintenance work bays; common use allowances for entryway, assembly hall, classrooms, library, learning center, training aid storage, kitchen, family readiness center, toilet and shower rooms, break and vending areas, and audio/visual & table/chair storage. Associated supporting facilities will include such items as: military and privately owned vehicle parking, access roads, curbing and ramps, sidewalks, loading ramp docks, security lighting and fencing, site Anti-terrorism/Force Protection measures, site utilities including a standby generator, storm water management systems, site preparation, information systems, detached facilities signs/static display, flagpole, berms and landscaping. The solicitation will utilize a Best Value procurement process. This process requires potential offerors to submit their performance and capability information for review and consideration by the Government. Potential offerors are required to submit their technical and cost proposal for consideration by the Government. The Evaluation Criteria for this procurement consists of past/present performance and price with past/present performance factor being approximately equal to the price factor. The resultant contract will be awarded as a firm fixed price (FFP) contract to the successful contractor representing the best value to the Government. This project is being solicited as a 100% Small Business Set-aside. Approximate issue date is 02 February 2012 and approximate closing date is 27 March 2012 at 1100 (11:00 A.M.) Eastern Time. All offerors are invited to attend a Pre-proposal meeting/Site Visit tentatively scheduled for 17 February 2012. The time and location will be included with the issue of the solicitation. Project documents will be available for download from the internet only. Downloading of the project documents requires registration at the FedBizOpps (FBO) website at http://www.fbo.gov. Amendments will be available from the FBO website by download only. Further details will be issued with the solicitation. This announcement serves as the advanced notice for this project.
