- The Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to enter into negotiations on a non-competitive basis with Flightline Electronics, Inc., DBA Ultra Electronics Flightline Systems for 1553 Data Bus Network Testers (P/N S2476N) to support CV-22 and MV-22 Aircraft at the Organizational Level of Maintenance. The 1553 Data Bus Network Testers are ruggedized, hermitically sealed units that are manually calibrated by the end user. They are computerized multiplexed digital data distribution systems. The network functions are command, control, communication and intelligence. P/N S2476N is the only tester tested, verified and certified to be used on the V-22 aircraft and the only tester meeting V-22 aircraft requirements. It is the only tester that has been designed to the environmental and EMI hardening requirements required for organizational level shipboard utilization. The interface adapter cable sets were specifically designed to interface the 1553 Data Bus Network Tester, P/N S2476N, to the V-22 aircraft. In addition, the S2476N Data Bus Network Tester has a fault isolation capability not found in other testers. The S2476N databus tester measures signal loss over a databus loop without the need for a specific algorithm. By positioning the transmitter and receiver modules at various databus stubs (Weapons Replaceable Assembly (WRA) locations) the maintainer can determine if the problem is wiring related, and if so, isolate the loss to a particular wiring segment or component (coupling transformer, etc.) leading to a more definitive and efficient repair process. The S2476N is a bus wiring tester and does not require the databus to be powered and running or even to have the WRA's connected in order to perform its functions. Anticipated delivery date is four months after contract award. The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. All responsible sources may submit a response which may be considered by the Government in determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSALS. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
