Description
This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought is to determine the business size and capabilities of potential interested firms. Particularly, a determination of whether there are interested and capable qualified small businesses, 8(a) small businesses, Historically Underutilized Business Zone (HUBZONE) small businesses, Service Disabled Veteran Owned Small Businesses (SDVOSBs), Economically Disadvantaged Women Owned Small Businesses (EDWOSB), etc. relative to the North American Industry Classification code (NAICS) 237990, "Embankment construction". The Small Business size standard for this NAICS code is $33.5M average annual revenue. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought synopsis. The U.S. Army Corps of Engineers, Honolulu District is performing a market research for a construction requirement entitled: "Hanapepe River Flood Control Project, Hanapepe, Kauai". This requirement will be awarded as a firm-fixed price construction contract. The magnitude of this project is estimated to be between $1,000,000 and $5,000,000. Project Description Hanapepe River Flood Control Project, Hanapepe, Kauai The repair project consists of repairing earthen embankment between the Hanapepe River Flood Control Levee and the Hanapepe River that serves as a buffer using rock riprap. This would consist of repairing approximately 1,200 linear feet of embankment on the right bank by placing 340-500# rock (average size) without grout. This will strengthen the toe of the levee and protect the embankment. Work involves in water construction to protect embankment therefore due consideration will need to be given to applying best management practices and complying with all environmental specifications. Permits for stockpiling of materials, or other County ordinances as applicable must also be obtained by the contractor. The period of performance at this time is estimated to be 417 days after contract award. This will be a Design Build (DB) project. (3)CAGE Code, DUNS number or a copy of your Central Contractor Registration (CCR) information (4)Size of firm (large or small), to include category of small business if applicable, such as 8(a) small businesses, Historically Underutilized Business Zone (HUBZONE) small businesses, Service Disabled Veteran Owned Small Businesses (SDVOSBs), Economically Disadvantaged Women Owned Small Businesses (EDWOSB). (5)Firms Bonding Capacity - single and aggregate (6)Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past specialized experience and technical competence in performing similar projects, submit no more than three (3) past projects for which your firm was the prime contractor. The SOC should be no more than two (2) pages in length. NOTE: IF YOU DO NOT INTEND TO SUBMIT A PROPOSAL FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS. Solicitation is estimated at this time to take place in March 2012. If inadequate responses are received, this solicitation may be issued for full and open competition. Other information: The solicitation will be posted to the Federal Business Opportunities web site (www.fbo.gov) when released. Proposals will be due approximately 30 days after the actual solicitation issuance date.
