- Drawing 9 Drawing 8 Drawing 7 Drawing 6 Drawing 5 Drawing 4 Drawing 3 Drawing 2 Drawing 1 The St. Lawrence Seaway Development Corporation (Corporation) plans to issue a solicitation in March 2012 for a contractor to construct/install an ice flushing system at Snell Lock in Massena, New York. The final design is not yet complete at this time; however, the work site is now dewatered and accessible for inspection and this will be the only time prior to award of a contract that the entire site will be fully accessible. The Corporation plans to conduct site visits for interested contractors at 1:00 PM on Thursday, February 2, 2012 and on Tuesday, February 7, 2012. Attendees must 1) make arrangements by calling Doug MacQueen at 315-764-3254 Tuesday through Friday between the hours of 6:30 AM and 5:00 PM, 2) come equipped with safety-toed shoes, hardhats and safety glasses and 3) sign a liability release form prior to the site visit. Snell Lock is a navigation lock that is 80 feet wide and 860 feet long from gate to gate and raises and lowers vessels approximately 43 feet. Snell Lock is open from late March until late December each year and typically during the opening and closing periods, ice needs to be flushed from the lock to make room in the lock for transiting vessels. The preliminary designs for the project include installation of seven (7) steel pipes fifty (50) feet in length having approximate cross-sectional areas of twelve (12) square feet to be embedded in the concrete gate sill with intakes upstream of the miter gate and outlets in the downstream face of the miter gate sill. Each pipe will be fitted with two (2) knife gates having openings approximately six (6) feet wide and two (2) feet high with one (1) knife gate being hydraulically operated and the other manually operated. It is anticipated that the work will require removal of approximately 1,500 cubic yards of concrete and placement of approximately 1,000 cubic yards of steel reinforced concrete to install the steel pipes and to enlarge a concrete gallery. The work will also include connecting the knife gate operators to existing hydraulic power units, integrating the controls for the new valves with the existing lock operating controls and installing a new access stairway. The work will occur over a two (2) year period beginning in January 2013 due to the short winter shutdown periods (i.e. approximately ten (10) weeks) when the lock can be dewatered. Work that will not interfere with navigation can be accomplished during the navigation season. Drawings are attached to this notice.
