ANNOUNCEMENT NUMBER : NHLBI-CSB-(AR)-2012-053-CRS POST DATE : January 19, 2012 CLOSING DATE : January 24, 2012 PROPOSED AWARD DATE : January 31, 2012 Title : Zinc Finger Nuclease Compozr® Kits THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA) on behalf of NIH Center for Regenerative Medicine (NIH-CRM), intends to negotiate and award a purchase order on a non-competitive sole source basis to Sigma-Aldrich Corporation, 3050 Spruce Street, Saint Louis, MO 63103-2530 for the procurement of Zinc Finger Nuclease Compozr® Kits. NIH-CRM serves as a resource for the scientific community, providing stem cells and supporting protocols and standard operating procedures used to derive, culture, and differentiate the stem cells into different cell types. The program is intended to accelerate the development of cell-based therapies for repairing or replacing tissue damaged by disease or injury. Utilization of specialized constructs such as Zinc Finger Nucleases are an essential ingredient for the generation of induced pluripotent stem cells (iPSCs). The NIH-CRM's main focus is the generation and differentiation of iPSCs to study their functionality and their use as potential therapeutics. The sole source determination is based upon the fact that Sigma-Aldrich Corporation is the sole source provider of the Zinc Finger Nuclease Compozr® Kits. Sigma-Aldrich currently holds exclusive rights to zinc finger nucleases technology for research purposes under licenses granted and/or sublicensed from Sangamo Biosciences, John Hopkins University, MIT, Scripps, the University of Utah, the MRC and Caltech. Sigma-Aldrich is the only worldwide commercial source of zinc finger nuclease Compozr Kits for research use. The North American Industry Classification System (NAICS) Code is 325998, with business size standard 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-55 (January 3, 2012). This requirement is under the Simplified Acquisition Threshold (SAT) of $150,000.00. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Inquires to this announcement, referencing synopsis number, NHLBI-CSB-(AR)-2012-053-CRS may be submitted, via email, to Caitlin Savina at caitlin.savina@nih.gov, by January 24, 2012 by 9:00 a.m. Eastern Standard Time. Faxes will not be accepted. Responses will only be accepted if dated and signed by an authorized company representative. Information received, as a result of this Notice of Intent, will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement.
