- Estimated issue date February 3, 2012 and estimated closing/response date March 5, 2012 PR#: FD2030-12-70603 RFP#: SPRTA1-12-R-0162 Nomenclature/Noun: Fuel Management Panels used on the KC-135 Aircraft, NSN 6610-99-732-8120. AMC: 3D History: F34601-03-C-0418 awarded on July 17, 2003 for a quantity of 37 to BAE Systems Aircraft Controls Inc. The estimated unit price is $153,197.62. L/I 0001 - The quantity is 2. Mandatory Language: Note: Item Description: Length 19.0000 (IN), Height 4.9000 (IN), Width 18.0000 (IN), Weight 25.0000 (LB). Item Function: The IFMP is a Line Replaceable Unit (LRU) providing real-time display of fuel tank contents, aircraft Center of Gravity (CG), amount of fuel transferred and transfer rate as calculated by the FMAC. The integrated fuel management panel is a dual channel redundant controller system, providing the flight crew with direct control, display and data processing necessary to allow continuous in-flight fuel distribution control, fuel quantity and center of gravity monitoring, fuel caution indications, and fuel advisory data for a fuel efficient flight profile. Material: Metallic. Currently BAE Systems Operations LTD (Cage K0656) is the only known source that can satisfy the Government requirements. The data needed to acquire this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. Drawings A.T.P. 560/76975, 57-001-02SPE.LST and 57-001-01-22 are not available. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firms(s) listed: BAE Systems Operations LTD (Cage K0656). An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the Program Director or Contracting Officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government Personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposal or in the source selection process. The proposed contract is restricted to domestic sources under the authority of FAR 6.302-3. Accordingly, foreign sources, except Canadian sources are not eligible for award.
