- This is a revised Synopsis to change the procurement strategy from unrestricted to a 100% small business set-aside. The scope of work establishes requirements for services pertaining to the monitoring, sampling, data analysis, and data collaboration of groundwater wells at the Anniston Army Depot (ANAD) Open Burning (OB) and Open Detonation (OD) areas. Waste Military Munitions are destroyed by burning and underground detonation at the OB and OD areas. There are currently eight groundwater wells to be monitored on a semiannual basis, all of which are currently in ANAD's Hazardous Waste Facility Permit. Additional wells may also be monitored for groundwater water elevations based on the requirements of state environmental regulators. A statistical evaluation will be completed to determine if statistically significant evidence of contamination above background levels at each monitoring well exist within 45 calendar days after completion of each sampling event. If statistically significant evidence of contamination exist above background levels sampling of Appendix IX to part 264 of 40 CFR compounds will be required in addition. Annual groundwater reports are also required within this scope. This scope includes the above monitoring activities and any other groundwater activities that may result from the site's continued operation based on ANAD's Hazardous Waste Facility Permit and state/federal environmental regulations. This solicitation is for a base and four one year options. This procurement set-aside 100% for Small Business. North American Industry Classification System Code is 541380. This solicitation will be issued electronically in accordance with FAR 4.501, 5.102(a)(7) and 14.205-1(c); therefore hard copies will not be provided. Proposals submitted must be in electronic format as stated in the solicitation. Estimated issue date is 1 February 2012. CAUTION: This solicitation will be issued electronically as will any amendments thereto. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal non-responsive and result in the rejection of your proposal.
