Description
The Bureau of Indian Affairs, Western Regional Office, on behalf of the Bureau of Indian Education, is issuing this solicitation for Professional Services (Developmental Instructions in Reading), for the Tohono O'odham High School, located in a semi-remote area in Southern Arizona, on the Tohono O'odham Indian Reservation, Sells, Arizona. The Bureau of Indian Affairs intends to issue a firm fixed price contract for these services. The solicitation is a set-aside for Small Busineses. The services are classified under NAICS Code 611430. This solicitation will be available immediately (January 19, 2012). SCOPE OF WORK: To provide reading professional development and technical assistance to Tohono O'odham High School during the 2011-2012 school year. The purpose is to support effective implementation of the reading core and intervention programs. OBJECTIVES: Support leadership in required components of the BIE Reads! Initiative. Implement the 3-tier model in reading instruction. Increase teaching staff skills in implementation of scientifically based reading instruction for all levels of the 3-tier model. Support school leadership in managing processes required to increase skillful use of program and content progress monitoring assessments and preparation for increased AIMS reading performance.TASKS: 1. Consultant will provide monthly reading instruction/technical support visits to teachers and teaching aides. These support visits will focus on the components required in the BIE Reads! Initiative.2. Monthly visits will include classroom observations and debriefings with school leadership, coaching the principal in research-based high school leadership best practices and coaching the teaching staff in research-based best practices for instruction aimed at annual and catch up growth in reading skills.3. Visits will focus on facilitating data analysis, instructional co-planning, scheduling and model. Modeling for staff will be provided as appropriate.4. Detailed reports, including explicit follow up tasks, will be provided after each monthly visit.5. Professional development for all staff and for targeted staff needs will be provided to suport the effective implementation of action planning, including the 3-tier model, integrated preparation for the AIMS test and other topics as needed.Effectivness of this support will be measured by staff self-evaluation and by increases in student learning as evidenced by increased AIMS reading scores. Consultants must be certified for teaching reading development in the State of Arizona and must provide credentials and references with their quotation. Two-day visits are required each month. The Reading Consultant will check in with the School Principal at each visit. The performance period is from February 1, 2012, ending September 30, 2012. These services may be extended with Option Years, depending on the success of this program.
