Description
The Government intends to issue a Request for Proposal (RFP) later in Calendar Year 2012, for Technical Support Services for the US Navy ™s Dry Deck Shelters (DDS). The DDS, when installed on a Host Submarine, provides the capability to support various Special Operating Forces (SOF) missions. The DDS Technical Support Services Contract will primarily include the following efforts: 1. To develop DDS Field Changes (FCs), designs, kit ups and installations as tasked. 2. Execute Regular Overhaul (ROH) to 3 DDS. DDS ROHs are 90 Days in duration. DDS-02P occurs in FY13, DDS-05S occurs in FY-16 and DDS-03P occurs in FY17. This includes pre-ROH planning efforts. 3. Execute DDS Restricted Availabilities (RAVs) on an average of 3 DDS per FY. DDS RAV ™s are 60 Days in duration. This includes pre-RAV planning efforts. Technical Availabilities (TAVs) will be assigned by Naval Special Warfare Command (WARCOM) on an ˜as needed ™ basis. 4. Execute DDS Initial Fit-Ups (IFUs) or DDS Crossfits as tasked. These efforts are 70 days in duration, including pierside, unmanned and manned post production work testing. 5. Execute DDS Emergent Inspection and Repair as tasked by WARCOM and/or NSWG-3. This could involve travel to forward sites, outside CONUS. 6. Maintain the DDS Rotatable Pool and associated Government Furnished Property (GFP), along with equipment and/or tooling which is unique to the DDS Program and which is not normally stocked by Defense Logistics Agency (DLA) or Naval Supply System (NAVSUP). 7. Provide DDS Engineering/Technical Services. This is ˜Waterfront ™ Engineering/Technical Support for ROHs, RAVs, TAVs and Emergent Inspections and Repair taskings. In support of this DDS Technical Support Services Solicitation effort, the Government will hold an Industry Day on USS Florida (SSGN 728) with DDS-03P and DDS-05S installed, at the Trident Refit Facility (TRF), Kings Bay, GA on 16 Feb 2012. In addition to making one of these two DDS and their interface with the Host Submarine ™s (HOSUB) Battle Management Center (BMC) available for review by any potential bidders, Naval Special Warfare Group “ Three Detachment Little Creek, VA (NSWG-3 Det LC) personnel will provide all attendees an overview of DDS operations and NAVSEA will provide an overview of the planned scope of the DDS Technical Support Services Contract. Attendees will be afforded the opportunity to ask questions about DDS operations or the planned DDS Program Technical Services Support efforts during the Industry Day. The Government may not respond to any specific questions or comments regarding the effort in response to this special notice until that time. All interested parties shall submit their intent to participate to Stephen Walsh, NAVSEA PMS399A2, stephen.t.walsh@navy.mil, Debra Mackall, NASVEA 02642, debra.mackall@navy.mil and Scott Henderson, NASVEA 02642H, scott.s.henderson@navy.mil, the Government POCs for this effort, before 2 Feb 2012. The agenda for the Industry Day will be promulgated by 8 Feb 2012 to all parties expressing interest. Parties are requested to forward security clearance information (visit requests) for all attendees to CWO3 Charles Senter via JPAS (SMO Code N611076, Ref: DDS Industry Day). For parties not having access to JPAS, security clearance information shall be submitted via OPNAV Form 5521/27, which shall be faxed to (912)573-2172. THE CLEARANCE REQUESTS MUST REQUEST ACCESS TO ZONE 3 (SSGN 728), ZONE 7 (WATERFRONT) AND ZONE 12 (BASIN AREA). FAILURE TO DO SO WILL RESULT IN DENIAL OF ACCESS TO THE FULL SCOPE OF THE INDUSTRY DAY AGENDA. The CSS-16 POC is CWO3 Charles Senter. The NSSC POCs are ETC Gunther C. Helms, FTC David W. Williamson and FTC William C. Green. Due to space constraints, each organization shall limit attendance to three representatives. For security or facility questions call (912)573-0866. TRF KB requires 7 working days to process clearance requests, so these requests shall be submitted NLT 8 Feb 2012. The Government is not soliciting, nor will it accept proposals as a result of this notice. This notice shall not be construed as a promise to contract or commitment of any kind.
