- The Navy intends to utilize other than full and open competition to award the 2012 AN/WSN-7 Ring Laser Gyro Navigator (RLGN) Inertial Navigation System production requirements to Northrop Grumman Systems Corporation (NGSC) in Charlottsville, VA under the existing Indefinite Delivery/Indefinite Quantity (IDIQ) contract N00024-10-D-5227. NGSC is the original equipment manufacturer and sole supplier of the AN/WSN-7 RLGN Inertial Navigation System. It is the only company that possesses the design, data, and expertise necessary to provide the supplies within the time required to meet the Navy ™s requirements. No other source has the technical qualifications and the resources required to perform the work described herein. As such, pursuant to 10 U.S.C. 2304(c)(1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements.
