Description
The Department Veterans Affairs (VA) Virtual Lifetime Electronic Record Enterprise Program Management Office (VLER EPMO), in partnership with the Office of Disability and Medical Assessment (DMA) of the Veterans Health Administration (VHA) and the Compensation Service of the Veterans Benefits Administration (VBA) will be holding a two-day industry day on January 26-27, 2012 in Washington, DC. The purpose of the industry day is to solicit commercial/government off-the-shelf (GOTS/COTS) product demonstrations as part of market research toward identifying potential candidate solutions or solution components for an enterprise Disability Benefits Questionnaire and Medical Assessment (DBQMA) Service solution. The business need supports the notion of a common access point and system that will standardize, centralize and integrate, through a clinical workflow, the universal collection and case management of disability and separation medical evaluation data to support a streamlined, efficient, paperless, and Veteran/Servicemember-centric disability claims process. The anticipated agenda is as follows: on 26 Jan 2012 - the doors open for registration from 8:00am to 8:30am; DBQ & Compensation & Pension Process overview from 8:30am to 10:30am; then 45 minute one-on-one product demonstration sessions from 10:45am to 5:30pm, continuing the next day 27 Jan 2012 from 8:00am to 5:30pm. Please note that the 45 minute product demonstrations may be lengthened or shortened depending on the number of participating vendors. Registration is required for attendance. The meeting will be held at the VHA Conference Center located at Crystal City in Arlington, VA 22202. No meals will be served at the conference center; however, refreshments will be available at the food court for a nominal fee. Please email Stewart Maestas ( Stewart.Maestas@va.gov ) with the names of individuals (limit 3 in-person participants per vendor) who intend to participate in the industry day, plus a point-of-contact e-mail address for each vendor so a registration confirmation message and other information can be provided. PROGRAM OVERVIEW: VHA and VBA are working together to accelerate and streamline the disability claims adjudication and separation process by enhancing its capability to collect the required medical evidence to document and adjudicate a claim. This includes expanding the pool of available clinicians to speed the collection of high quality data from clinician to adjudicator. Currently, VA lacks a clinical workflow system that universally assists healthcare professionals in providing quality, timely and complete medical evaluations while simultaneously generating that medical evidence directly from clinician to adjudicator or other users. Providing a real-time solution that guides VA and non-VA clinicians through a highly customizable and configurable clinical protocol, based on the Veterans/Servicemembers' claimed conditions, along with a way to automatically submit focused information to the adjudicator will not only streamline the disability claims process but permits VA to utilize resources efficiently. This centralized clinical workflow solution will provide a control for implementation of more cost-effective workload management strategies and flexibility to support future changes based on VA's Schedule for Rating Disabilities and military separation requirements. Although the DBQMA Service is intended to support the performance and management of all disability medical evaluations, it is also expected to optimize and support other disability and separation medical evaluation-related processes, to include: requesting and scheduling examinations, assigning examiners, referring examiners and the referred work between VA, Department of Defense (DoD), Social Security Agency (SSA) and contractors including the contractor billing, and future utilization of the Veterans Benefits Management System (VBMS).
