Description
Sources Sought This is a Sources Sought Synopsis. The U.S. Air Force is conducting a search for the capability to provide periodic surveillance testing, engineering support and evaluation for fielded Area Attack Munitions systems which utilize SUU-64, SUU-65, or SUU-66 dispensers for OO-ALC/GHGGB. This effort will be primarily performed on CBU-87 munitions systems and associated components and payloads. Other area attack munitions systems, payloads and components utilizing aforementioned dispensers may also require surveillance test. The CBU-87 is the baseline effort of this contract. It is estimated that approximately 10 Area Attack systems will be disassembled/tested annually. Although this evaluation is scheduled annually, there is no guarantee that annual disassembly will occur. Other area attack munitions systems which utilize the SUU-64, SUU-65, and/or SUU-66 dispensers may require testing by the contractor. These systems include the CBU-89, CBU-103, CBU-104, CBU-107, CBU-116, and CBU-118. System components required to be tested include, FZU-39 proximity sensors, and Tactical Munitions Dispenser (TMD) fuzes. Payload testing will be conducted on BLU-97 components including BLU-97 fuzes and decelerators (Ram Air Decelerators (RADs) and/or Air Inflatable Device (AIDs)). Other payloads that may require test support include BLU-91 and BLU-92 sub-munitions and Kit Modification Unit (KMU) interface between dispenser and sub-munitions. The disassembly of the area attack systems and payloads presents a significant hazard and appropriate safety controls are the contractor's responsibility. Component and payload testing will be to production level test requirements. There is no Government Furnished Equipment available for this effort. The contractor is responsible to provide all personnel, services, facilities, technical expertise, and materials to accomplish disassembly, test, evaluation and disposal of all residual hardware, explosives, and material and perform all associated miscellaneous tasks. Information Sought: Interested companies are encouraged to respond to this announcement as soon as possible with a notice of interest and then follow up with complete response information. In the complete response, companies should provide a summary of their capabilities and their expected ability to meet the requirements above. Responses should include: a. Name and address of the contractor and where the disassembly and testing would be accomplished. b. Point of contact including name, title, phone and e-mail address c. Size of the contractor, average annual revenue for the past three years and the number of employees d. Description of similar activities offered by the contractor that currently meet, or with modifications, might meet the above listed requirements e. Indication of an understanding of safety requirements f. The estimated lead time required to disassemble a CBU-87 system/payload and test dispenser and payload components. g. Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone Small business, veteran owned small business, or service disabled veteran owned small business. Where to Submit: Submissions should be sent via e-mail (preferred), mail, or fax. Companies are encouraged to make submissions via e-mail or fax due to limitations on the postal system. E-mail submissions may include files in Microsoft Word format or Adobe Acrobat (*.pdf) format. When to Submit: Notices of intent to respond should be submitted no later than one week. Final submissions must be received not later than 10 working days from the date of this notice. This notice does not constitute an Invitation for Bid or Request for Proposal and is not to be construed as a commitment by the Government. Respondents deemed fully qualified will be considered in any resulting future solicitation.
