Description
The U.S. Department of Energy (DOE), Energy Information Administration (EIA) intends to award a sole source contract to Bloomberg L.P. This proposed one (1) year contract, is to provide (EIA), with the following products and services. This proposed service consists of Bloomberg News Service with connectivity to the Chicago Mercantile Exchange (CME), New York Mercantile Exchange (NYMEX) and InterContinental Exchange (ICE) markets. This service also provides unique analysis of domestic and international crude oil and liquefied natural gas markets to include daily oil and gas tanker movement reporting. Bloomberg services also includes levelized cost analysis which compares the full cost of electrical generation based on different fuel sources, energy mapping functions, carbon market analysis and hurricane forecast and destruction models. This specialized reporting and analysis is imperative to EIA?s operation because it facilitates high-level quality assurance of Cong ressional budget requests and other EIA products before being released to the public. These services will be delivered through twelve (12) Bloomberg Terminals and twelve (12) 19? flat panel personal computers and twelve (12) exchanges. These products and services are for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a) (2) (ii). This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties should submit a capability statement and pricing information for the requirement within seven (7) calendar days of publication of this notice, to be considered by the Government. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a com petitive requirement.
