- NASA/HQ has a requirement for continued operation support services at the NASAHeadquarters facility located in Washington, DC. The contractor is responsible foroverall program management to support the operational responsibilities of the NASAHeadquarters Operations, Facilities and Administrative Services Division and responsiblefor providing a variety of administrative, technical and labor support services to NASAHeadquarters in the following areas: HQ Library Operations, Archival Support, HQInformation Services, HQ Mail Center Operations, Mail List Services, Mail ScreeningServices, Facility Help Desk Services, Custodial Services, Move Services, ExecutiveDriver Services, Electrical Support and Audi-Visual Support Services. NASA/HQ intends to purchase the items from the current incumbent, Primus Solutions(formerly World Technical Service Inc, (WTSI)), on a sole source basis to allowcontinuation of the NASA Headquarters Operational Support Services contract until thefollow-on competitive procurement is completed. Conducting a competitive procurement forthe continuation of these services would negatively impact current ongoing HeadquartersOperations Support Service activities.In addition, an award to any other source forthis interim period would delay NASA/HQ's vital mission. The services provided under theHeadquarters Operation Support Services contract are essential for NASA/HQ to meet itsgoals and objectives that directly effect the mission success. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon February 2, 2012. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
