- The Government intends to issue a solicitation on or about 19January 2012 with a closing date of 3 February 2012 for the repair ofthe E-3 Indicator, Attitude. This will be a sole source requirement toL-3 Communications Avionics Systems, Inc (Cage Code: 25583). Uponissuance of the solicitation, all responsible sources may submit a bid,proposal or quotation which shall be considered by the agency. Thisnotice of intent does not in itself represent the issuing of a formalrequest for proposal and is not intended to be taken as such. Therequirements set forth in this notice are defined per PR FD2030-12-35962as follow: 1. This is a repair requirement. The contractor shall provide all thenecessary materials, labor and equipment required to completedisassembly, cleaning, inspection, maintenance, reassembly and testingand finishing actions required to return the Attitude Indicator to aserviceable condition. 2. The list of applicable CLIN's-a. CLIN 0001 NSN: 6610-01-163-6927 P/N 501-1393-01, The AttitudeIndicator item shows pilot the pitch and roll attitude of the E-3aircraft.b. CLIN 0002 OVER AND ABOVE (TO BE NEGOTIATED) c. CLIN 0003 DATA (NOT SEPARATELY PRICED) 3. Required delivery referencing 2 above,a. CLIN 0001: Delivery shall be 16 each per month ARO/REPS until orderis complete. (NOTE: The delivery schedule of 16 each 30 days ARO/REPS also appliesto any option that may be exercised)b. As negotiatedc. Based on delivery of CLIN 0001 assets 4. If unit price exceeds $5,000.00 then UID requirements will apply. Prospective vendors must comply with all the requirements of thesolicitation and its attachments to be considered responsive. TheGovernment does not intend to hold discussions but may hold discussionsif it is deemed necessary. A five year requirements contract consistingof a base year and four, one-year options is contemplated. OMBUDSMAN (AUG 2005) (An Ombudsman has been appointed to hear concernsfrom offerors or potential offerors during the proposal developmentphase of this acquisition.) The purpose of the Ombudsman is not todiminish the authority of the program director or contracting officer,but to communicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. When requested,the Ombudsman will maintain strict confidentiality as to source of theconcern. The Ombudsman does not participate in the evaluation ofproposals or in the source selection process.
