- The U. S. Army Natick Soldier Research, Development and Engineering Command (NSRDEC), Natick, MA is conducting a market investigation on behalf of the Product Manager-Soldier Clothing and Individual Equipment (PM-SCIE), to identify domestic products, suppliers and manufacturers of National Fire Protection Association (NFPA) 1994 Class 2 certified or NFPA 1994 Class 2 equivalent protective ensembles. The U.S. Army is interested in identifying firms with products and technologies that could provide NFPA 1994 Class 2 or equivalent chemical protective ensemble for its users. The system shall be compatible with commercially available NIOSH-approved Self-Contained Breathing Apparatus (SCBA). Per NFPA 1994 Class 2, the protective garment must provide at least 1 hour resistance to permeation for liquid chemical warfare agents and toxic industrial chemicals at a concentration of 10g/m2, and gaseous toxic industrial chemicals at 350 ppm or higher. The garments must also demonstrate durability to abrasion and resistance to punctures and cuts according to relevant industry and military standards. Consideration will also be given to garments that exhibit additional capability beyond those specified by NFPA 1994 Class 2. The firms are encouraged to highlight these additional characteristics (i.e. multiple use capability, self-extinguishing capability, resistance to POLs or industrial chemicals in ASTM F1001, etc) with supporting technical data. If the proposed garment is not NFPA 1994 Class 2 certified, the firms should indicate how the garment does not satisfy NFPA performance requirements. Interested sources must, no later than 5 February 2011, respond with information on their current commercial product(s) and how they might address the Military requirement. Interested sources shall include information detailed in the FedBizOps Note 25 regarding a firm's experience, personnel, and facilities (i.e. ISO certifications, and past businesses with Department of Defense). Information should include product cost, manufacturability (quantities produced per year, manufacturing quality), technical information (i.e., technical literature, instructions, data and illustrations, photographs, patents), and a sample (optional). Firms responding shall indicate whether or not they are a small business. Any information/samples submitted will not be returned. If a firm chooses to submit samples, no payment will be made by the Government for such samples. Responses to this notice are to be sent to Mr. Calvin Kwon, U. S.
