Description
The government intends to issue a Sole Source contract to Beaufort Radiology Associates, P.A. for Radiologist services for a base period of 6-months. Beaufort Radiology Associates, P.A. is currently providing these services under contract N62645-07-C-4018. The bridge contract shall be placed in anticipation of the award of a long term agency contract resulting from a competitive solicitation. The current contract is due to expire on 30 March 2012. The long-term, competitive requirement experienced unanticipated delays with getting a complete package from the requiring activity, which has set the plan of action and milestones behind schedule. It has been the intent of this office to compete this requirement upon receipt of a completed package in a timeframe commensurate with the Procurement Administrative Lead Time (PALT) for procurement of an agency contract less than $50M. The current PALT timeline for a requirement of this nature is 12 months. The original anticipated start date of the long term requirement was 31 March 2012. However, a completed package was not received in this office until 03 January 2012, thus not allowing sufficient time to follow all required acquisition processes prior to the required start date of services. Delays with the requiring activity included identifying and agreeing upon a proposed contract vehicle as well as providing approval of the statement of work. Due to these delays, there is not sufficient time to receive responses, conduct evaluations, make an award, and reasonably expect there would be enough time for a contractor to be able to recruit for and fill the positions by 31 March 2012. These factors combined have resulted in the need to issue a short-term bridge contract in order to avoid a lapse in service and maintain current staffing levels. The base period for these services will be 31 March 2012 through 30 September 2012. The new anticipated start date for the long term requirement is 01 October 2012. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment within 15 days of this posting to Erik Przygocki, erik.przygocki@med.navy.mil. No phone calls accepted.
