Description
The National Aeronautics and Space Administration (NASA) Marshall Space FlightCenter (MSFC) intends to issue a NASA Research Announcement (NRA) on or about February 9,2012, entitled Space Launch System Advanced Booster Engineering Demonstration and/orRisk Reduction. The NRA will be in support of the Space Launch System Program and willsolicit applied research proposals which will offer solutions to meeting the AdvancedBooster goal of reducing risk in the areas of affordability, performance, andreliability. It is anticipated offers will be due 60 days after solicitation issuance.Offeror's should refer to the NRA for the proposal due date.Multiple awards are anticipated considering the merits of the submitted proposals inrelationship to the evaluation criteria; however, NASA reserves the right to make noaward or only one award. Multiple awards to a single awardee may be captured viaseparate contract line items or separate contracts. The total funding anticipated beingavailable and split among awards made against this NRA is $200,000,000; the amountallocated to any award is dependent upon individual Offerors proposed engineeringdemonstration and/or risk reduction effort. It is anticipated that the period ofperformance for any contracts awarded as a result of this NRA is not expected to exceed30 months and will have an effective date of October 1, 2012.Participation in this program is open to all categories of U.S. organizations, includingeducational institutions, industry, and nonprofit institutions. Other Governmentagencies, Federally Funded Research and Development Centers (FFRDCs), and NASA Centers ortheir employees may not propose to this NRA except as permissible as a supplier,consultant, or subcontractor through separate contract vehicles such as Space ActAgreements. In addition, NASA employees are not permitted to be key personnel on theseproposals. For purposes of this NRA, participation by non-U.S. organizations and ForeignGovernments is limited to the direct purchase of supplies and/or services, which do notconstitute research except as allowed by NASA FAR Supplement 1852.235-72.The Offeror is hereby informed that technical engineering demonstration and/or riskreduction areas covered by this NRA requires access to technical data, the export ofwhich is controlled under the Export Control Act, Title 50, United States Code App.2401-20, the Arms Export Control Act, Title 22, United States Code 2751 2794, or both. Access to Export Control data is delineated in the NRA. No award will be made to anyOfferor unless the NASA Contracting Officer is satisfied that performance of the awardedeffort will not involve an illegal export of technical data under either statute. Allpresentations, charts, publications, journals, or other data which may fall under theExport Control Act or limited exclusive rights of data, shall be submitted to the MSFCIntellectual Property Officer or Contracting Officer Representative (COR) for subsequentapproval.Offerors are not required to submit a Notice of Intent for this NRA.This NRA will include goals for small business concerns across the full spectrum ofsocio-economic concerns. The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASABusiness Opportunities home page is http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=.It is the Offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Additionally, an Offeror is responsible fordownloading their own copy of the solicitation and amendments (if any). All questions must be submitted in writing via email.
