Description
i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ii) Solicitation No. AG-95CV-S-12-0003 is issued as a Request for Quotation (RFQ). iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-55. iv) The procurement is unrestricted. NAICS code is 423490. Item 01. Multi-cell Differential Scanning Calorimeter. Minimum requirements: • Equipment - detection limit of 0.2 μW (microwatt) • Detection limit of 0.2 μW • Short term noise limit of 0.2 μW • Baseline reliability of 2 μW • Operating Temperature of -40 to 200°C • Cell Composition: Hastelloy or equivalent • External computer for machine interface and containing appropriate data collection and analysis software • Data collection and analysis software. Sample Size of 0-1.0 mL. Larger sample sizes are available using the MC-DSC - allows for measurements at better than 1% on many samples. • Allows researchers to study whole insects, kernels, seeds, plant starts, buds, soil metabolism or other samples without destroying the sample to fit a small portion into a sample pan. • CO2 production rates are also easily measured by addition of a small vial of sodium hydroxide solution. Cell Geometry: Removable Cylindrical, three sample cells, one reference cell, hermetically sealable. • Up to three (3) samples and one (1) reference can be run at the same time in exactly the same environment which eliminates environmentally induced deviations • Solid and liquid samples can be run in the same instrument without the need for accessories • Easy to clean since they can be put directly into an ultrasonic bath or autoclave • Hermetic seals prevents evaporation - minimizes evaporation heat signal • Specially designed lids allow for addition of fiberoptic oxygen sensors for monitoring microrespiration and oxygen consumption rates in real-time Modes of Operation: Isothermal - • Allows a sample to be analyzed at a constant temperature, measuring the heat produced at that temperature • Applications include: studying respiration, growth rates, shelf-life, water adsorption, basal metabolism, etc. Scanning - • Collects data in both heating and cooling modes with equal sensitivity • Applications include: Supercooling, freezing, melting transitions, metabolic hear rate Item 02. Probe Accessible Cells. These ampoules and lids are specially designed to accept fiber optic probes for non-destructive oxygen assessment. This system allows for simultaneous measurement of oxygen content in cells during DSC operation. Item 03. Trade-in includes removal of existing Government-owned equipment located at Brigham Young University in Provo, UT. However, if your price is more favorable to the Government than the new equipment less the trade-in discount, the lower price will be viewed more favorably for award. (vi) Deliver to USDA, Agricultural Research Service, Yakima Agricultural Research Laboratory, 5230 Konnowac Pass Road, Wapato, WA 98951-9651. Include freight or shipping in your quote. (vii) The following provisions and clauses apply: 52.212-1, Instructions to Offerors-Commercial Items, 52.212-3, Offeror Representations and Certifications-Commercial Items, 52.212-4, Contract Terms and Conditions-Commercial Items and addenda, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, and addenda. (viii) There are no additional contract requirements or terms and conditions necessary for this acquisition. (ix) Offers are due 02 February 2012, close of business (5:00 pm Pacific time) at the USDA, Agricultural Research Service, 800 Buchanan Street, Albany, CA 94710 or e-mail to louise.snitz@ars.usda.gov (x) Contact Louise Snitz, e-mail address for technical or administrative questions.
