- Past Performance Questionnaire that all Interested Vendors must send to at least two customers. The customers must send the completed form (to include the ratings), directly via e-mail, to the Contracting Specialist no later than 6 FEBRUARY 2012, 0800 (A.M.) EST. Solicitation includes SOW and Address-Quantity List The Department of Defense Dependent School - Europe (DoDDS-E) intends to solicit a firm fixed price contract to recondition and paint football equipment in support of the Department of Defense Dependents Schools-Europe (DoDDS-E) High School Football Program. Reconditioned equipment provided under this contract must be certified for use as prescribed by the National Operating Committee Standards for Athletic Equipment (NOCSAE) established in 1987. The complete requirement will be detailed in the solicitation and the Statement of Work (SOW). FEBRUARY 6, 2012, 0800 (A.M.) EST, as stated in block 8 of the SF 1449, is the due date and time unless amended on a SF-30. It is the Government's intention to publicize a solicitation on FedBizOpps within the next 7 days. Interested Parties will be able to access all subsequent changes and notifications only through FedBizOpps. Telephone, e-mail and fax requests for solicitation or subsequent changes will not be accepted. This Requirement contract will be issued for a Base and Three (3) Option Periods. This acquisition will be conducted using Full and Open Competition Procedures. The Government intends to make a Best Value determination by evaluating past performance and price. The Government reserves the right to conduct comparative evaluation of quotations, per FAR 13.106. The list of Contract Line Items Numbers (to include option periods) applicable to this requirement is as follows: CLIN 0001 - Recondition Football Helmets - 436 each CLIN 0002 - Recondition Shoulder Pads - 251 each CLIN 0003 - Replacement of Facemasks - 30 each CLIN 0004 - Repainting or dipping of facemasks - 30 each ***CLIN 0005 - Shipping and Handling ***THIS IS AN INFORMATION CLIN ONLY***--The shipping and handling costs shall be factored into the reconditioned cost, and not separately priced. Equipment will be shipped from and returned to multiple school locations, as detailed in the SOW and the School Quantity-Address List. Interested parties submitting a quote shall provide the organization's CAGE Code and DUNS number along with the quotation. ONLY FIRMS REGISTERED IN CCR, PRIOR TO THE AWARD DATE, ARE ELIGIBLE FOR CONTRACT AWARD. No response to this pre-solicitation notice is necessary; however potential vendors with inquiries must contact the Primary and/or Alternate point of contact, via email. No additional information will be provided prior to the release of the solicitation. Instructions on Quote submission will be included in the solicitation. Interested Parties contemplating competing for this contract award are asked to carefully review the SOW, the solicitation and related documents. This pre-solicitation notice does not constitute any obligation on the part of the Government to procure these services.
