Description

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1.Identification of the Agency and the Contracting Activity: Department of Veterans Affairs, Regional Office 5400 W National Avenue Milwaukee WI 53214 2.Nature and/or description of the action being approved: Justification and approval for other than full and open competition for the acquisition of a construction contract for residential modifications for an Independent Living Veteran. 3. A description of supplies/services required: In accordance with the statement of work the contractor shall provide all labor, materials, equipment, supplies and supervision necessary to complete residential home modification consistent with meeting the independent living needs of a disabled Veteran. Work to be performed includes construction of a right angle ramp, installation of Bathroom grab bars, and installation of stair lift. All work will be accomplished within 30 days. 4.Statutory authority permitting other than full and open competition: 38 U.S.C 8127, Public Law 109-461 and FAR 6.302-5, Authorized or Required by Statute 5.Facilities Unique Qualifications: None 6.Efforts made to ensure that offers are solicited from as many potential sources as is practicable: Not Applicable. 7.Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable: The anticipated award price of the contract under $25,000 will not exceed the simplified acquisition threshold (as defined in section 4 of the Office of federal Procurement Policy Act (41 U.S.C. 403) and will not exceed $5,000,000; in the estimation of the contracting officer, the contract award can be made at a fair and reasonable price that offers the best value to the United States. 8.Market survey conducted: Sources Sought Notice - The concern AH West Group, LLC. Is a Service Disables Veteran Owned Small Business registered in the Vendor Information Pages (VIP) database, available at www.VetBiz.gov. A review of AH West Group, LLC; capability/profile information revealed that they have the experience, expertise and bonding level to perform the scope of work outlined in this project. AH West Group, LLC. is determined to be a responsible source with respect to performance of such contract opportunity. 9.Other facts: None 10.Other sources expressing an interest: Not Applicable at this time 11.Actions to remove or overcome any barriers to competition: Not Applicable at this time 12.Certification: I certify that this justification is accurate and complete to the best of my knowledge. /S/ Eural A.
