- THIS IS A SOURCES SOUGHT SYNOPSIS, NOT A REQUEST FOR PROPOSAL. The U.S. Environmental Protection Agency (EPA) is seeking small businesses (SB) for a requirement for Emission, Air Quality, and Meteorological Modeling Support. The proposed contract will primarily support the Office of Air Quality Planning and Standards (OAQPS) in providing scientific, software, engineering and analysis support for application, development, and modification of (1) emissions inventory data, emission modeling software and computer models used to process emission inventories for input to air quality models; and (2) quality models, meteorological models (including climate models), and other models and processors which provide input to air quality and meteorological models and support analyses of air quality and meteorological data. A wide variety of comprehensive and integrated work assignments are expected to be issued to meet EPA?s requirements. The contractor shall supply all necessary labor, materials, services, equipment, and facilities [including, but not limited to, Central Processing Unit (CPU) time and mass storage for any tasks] necessary to perform work. The requirements of work assignments include, but are not limited to: (1) development and processing of emission inventories (i.e., emissions modeling) and emissions control information; (2) development/modification of emission modeling tools and other emissions related tasks; (3) development and processing of inputs to air quality and meteorological models and modification, application, testing, and evaluation of air quality and meteorological models and modification, application, testing, and evaluation of air quality and meteorological models and their associated preprocessors; and (4) analyses of modeled and ambient air quality, deposition, and meteorological data. will be issued on a quick-response, as-needed basis and will be limited to technical performance. The purpose of this notice is to adve rtise this requirement to seek all qualified small business firms under NAICS code 541620 capable of providing this support. The anticipated period of performance for this requirement is five years (i.e. One twelve (12) month base year and four (4) twelve (12) month option periods). The total level of effort per year is anticipated to be 15,000 hours for a five-year total of 75,000 hours. In addition, an option for increased quantity will be included each year for a total of 100,000 hours over the five-year period, for a maximum level of effort of 175,000 hours during the five-year period. The intent of this synopsis is to determine if any source(s) exist, therefore, no solicitation (RFP) is available. All interested parties able to meet the above requirements are requested to submit written qualification statements, fully explaining their capability, no later than 7 days after the date of this publication.
