- Description
- J&A Naval Air Systems Command (NAVAIR) issued contract N00019-11-C-0061 to Insitu Inc, Bingen, WA as a FFP effort to procure UAS ISR services. The period of performance of the mentioned effort will be an estimated 12 month period for 24/7 service capable of providing Electro Optical (EO), Infrared (IR), and Mid wave IR (MWIR) imagery and video processing equipment. This contracting effort is required to prevent a break in service of critical ISR requirements in support of the warfighter. Unless otherwise stated herein, no formal request for proposal or additional written information is available. A determination by the Government not to compete is solely within the discretion of the Government. This synopsis, posting, is published for informational purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Under FAR 6.302-2, unusual and compelling urgency, Insitu is the only source which can fulfill mission critical requirements and ultimately prevent serious injury to the Government personnel and equipment as a result of any delay(s) to the schedule. Such delays could result in loss of life or significant property damage to US and Coalition Forces in the areas or operation. Subcontracting opportunities should be sought directly from Insitu. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: there are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. No telephone responses will be accepted. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
