Description
The Defense Logistics Agency Contracting Services Office-Battle Creek has a brand name requirement for HP ProLiant ML350 G6 Small Form Factor Tower Server. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is issued as a Request for Quote (RFQ) SP4707-12-Q-0024. Place of performance is Battle Creek, Michigan. Inspection, acceptance and F.O.B. are at destination, Battle Creek, Michigan. This requirement is a Total Small Business Set Aside. The NAICS code is 334111 and the size standard is 1,000 employees. The single evaluation factor for award is lowest-price, technically acceptable. The resulting contract or order will be firm-fixed price. Only NEW equipment is being solicited. Remanufactured or refurbished equipment, as defined in FAR 11.001, is technically unacceptable. Trade-in or exchange of old equipment is not available. This requirement is being offered on a brand name only basis. In order to be considered technically acceptable, vendors must offer the exact product described below. Offerors shall provide a price for each contract line item number (CLIN) in their quote. Offers with quantities of less than requested or products that differ from those requested will be deemed technically unacceptable. In accordance with Federal Acquisition Regulations (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, award will be made to a vendor that is able to provide a HP ProLiant ML350. The HP ProLiant ML350 has been shown to work effectively with the information assurance software. Also, a considerable amount of time and expense has been invested in developing a monitoring and supporting infrastructure around the servers currently in production. A new infrastructure would need to be researched, purchased and implemented in the event that another vendor's servers were introduced into the environment. For instance, the server hardware is proactively monitored by HP Systems Insight Manager (SIM) using agents specific to HP hardware that is installed on each of the servers. SIM agents are not available for other brands of servers. In order for a test environment to be successful, it should as closely mirror the production environment as possible. Switching to a different vendor would present potential problems to production migration cycle by introducing a new device drivers and management software.
