Description
This is a Sources Sought notice issued by the Defense Logistics Agency (DLA) Energy - San Antonio, Texas. This is NOT a solicitation for proposals. DLA Energy is merely seeking information about the gaseous helium supply capability in support of DoD requirements in Afghanistan. As such, no awards will be made from the responses to this announcement; however, responses may be used to determine the appropriate acquisition strategy for a future procurement of gaseous helium on an f.o.b. origin basis in support of DoD's requirements in Afghanistan. This notice issued by DLA Energy, solicits industry to express their capability and interest to provide bulk Gaseous Helium IAW MIL-PRF-27407C dated 29 Nov 2006 on an f.o.b. origin basis. The Department of Defense is especially interested in the capabilities of helium suppliers currently engaged in the gaseous helium business in any of the Central and South Asian Region (CASA). The possible requirement for Gaseous Helium could result in multiple f.o.b. origin contracts with the anticipated period of performance being 1 April 2012 through 31 March 2015. Bureau of Land Management (BLM) and non-BLM helium: By regulation, DLA Energy must procure its gaseous helium from Federal helium suppliers who have an in-kind crude helium sales contract with BLM. However, if BLM helium is unavailable, DLA Energy may procure non-BLM helium as allowed by the Helium Act as implemented in the Federal Acquisition Regulation (FAR) Part 8.5. As part of this Sources Sought request, please also advise as to your company's capabilities of providing BLM or non-BLM helium. Estimated Quantity: The estimated quantity for this potential requirement is as follows: 1,801,652 cubic meters (M3) over the three year term. Interested parties should inform DLA Energy if they are interested in this requirement and provide a short narrative as to your company's capabilities to include current helium capability in the CASA Region North of Afghanistan. A response by Close of Business January 23, 2012 is appreciated.
