Description
The Cherry Point Satellite Contracting Office, Marine Corps Air Station (MCAS), Cherry Point, NC 28533 hereby gives notice of their intent to award a contract to Retrotech, Inc, Post Office Box 586 Fishers, New York, 14453, (Cage Code: 0MAZ2) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Fleet Readiness Center (FRC) East, MCAS Cherry Point, NC has a requirement for the replacement of three (3) Automated Storage and Retrieval Machines (ASRM). Market research has determined that Retrotech is the only source capable of providing the required items. Therefore, the government intends to procure these products on a sole source basis from Retrotech, Inc. The new ASRMs must interface with the existing Material Handling Equipment (MHE) and the NAVAIR corporate Automated Storage Kitting and Retrieval System (ASKARS). Retrotech is the original manufacturer (OEM) of the system and therefore owns the proprietary data rights to the software. Replacement of the ASRMs will necessitate changes to the Storage Retrieval Machine (SRM), conveyor Programmable Logic Controller (PLC) and the storage subsystem's SubSystem Controller (SSC) programs and operations. Retrotech, Inc. is the only company that can provide the required SSC software interface between the new equipment, the MHE and the NAVAIR corporate ASKARS application. The SSC provides and controls the automated operation of the MHE based on container/pallet movement requests received through its interface with ASKARS. The SSC must be 100% compatible with the ASKARS application and the other SSCs already operating varying Automated Storage/Retrieval Systems (AS/RS) at FRC East. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all quotes received within fifteen (15) days after the date of publication of this synopsis will be considered. Interested parties may identify their interest and unique capabilities to respond to this requirement or submit their quote. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
