Expression of Interest Ad 0WA2096 Richland, WA U.S. GOVERNMENT RLP 0WA2096 Expressions of Interest Sought The US Government currently occupies office space in a building under lease in Richland, WA that will be expiring on October 26, 2012. State: Washington City: Richland Delineated Area: Richland City Limits with properties within the CBD of Richland encouraged Minimum Sq. Ft. (ABOA): 92,545 Class A Office Maximum Sq. Ft. (ABOA): 101,800 Class A Office Space Type: Office Parking Spaces (Surface): 350 spaces Parking Spaces (Structured): 0 Parking Spaces (Reserved): None Full Term: 20 years Firm Term: 10 years Option Term: 2 - Five (5) year Options Additional Requirements: Energy Star: Existing buildings must have earned the Energy Star label in the most recent year or will have obtained it prior to lease award, unless the offered space meets one of the statutory exceptions listed below. o Size of lease is 10,000 rentable square feet or less o No space is available in the delineated area that meets the functional requirements of an agency, including location needs o Agency will remain in a building they currently occupy o Lease will be in a building of historical, architectural, or cultural significance verified by listing or eligibility for listing on the National Register of Historic Places All new construction shall achieve an Energy Star label within 18 months after occupancy by the Government. The Offeror is encouraged to include shared savings in the offer as a result of energy upgrades where applicable. ENERGY STAR tools and resources can be found at the www.energystar.gov Web site. The term "most recent year" means that the date of award of the Energy Star label by EPA must not be more than 1 year prior to the lease award date. For example, an Energy Star label awarded by EPA on October 1, 2011 is valid for all lease awards made on or before September 30, 2012. To earn the Energy Star label, a building owner or representative must follow the instructions on the Energy Star Web site at http://www.energystar.gov/eslabel. Space shall allow for slab to slab construction of demising walls and interior office walls. Tenant requires access to building 24 hours per day, 7 days per week and 365 days per year. The proposed lease space shall be fully serviced. Existing buildings must have earned the Energy Star label in the most recent year or will have obtained it prior to lease award, unless the offered space meets one of the statutory exceptions listed below. Expressions of Interest Due: January 27, 2012 - 4:30 PM PST Offers Due: TBD Occupancy (Estimated): October 27, 2012 Offered space must meet Government requirements, as per the terms of the Lease for: 1. Fire safety 3. Accessibility (ABAAS) 4. Seismic 5. Sustainability 6. The proposed leased space shall be fully serviced. 7. Offered space shall not be in the 100/500 year flood plain. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime Expressions of interest must include the following information: 1. Building name and address and location of the available space within the building; 2. Rentable square feet available and expected rental rate per rentable square foot, fully serviced; 3. ANSI/BOMA office area-(ABOA) square feet to be offered and expected rental rate per ABOA square foot, fully serviced. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, (if any); 4. Date of space availability; 5. Building ownership information; 6. Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking, (if any); 7. Energy efficiency and renewable energy features existing within the building; 8. List of building services provided 9. Your letter must include the RLP # listed above and mailed to the Lease Contracting Officer below. The Government's decision regarding whether to relocate will be based, in part, on information received in response to this advertisement.
