Description
PURPOSE: USA Logistics Innovation Agency (LIA) Information Technology (IT) support project PURPOSE : USA Logistics Innovation Agency (LIA) Information Technology (IT) support project Program Management Office (PMO) is conducting this Request for Information (RFI), for its' IT support at LIA's two locations (New Cumberland, PA and Fort Belvoir, VA) by providing the following services: •· Application/software development and implementation using Oracle, MS Access, Visual Basic, C++. Net, Macromedia MX Studio w/ColdFusion, and MS SharePoint, etc. Database/data warehouse development and support using Oracle, MS Access and Structured Query Language (SQL) (one location - New Cumberland). Video Teleconferencing Support Desktop PC Configuration Server administration maintenance and Tier II support Help Desk Tier I operation and management LIA Intranet Portal development and sustainment LIA Project Portal development and sustainment LIA Web presence and Internet development and sustainment Information Management Administration Workstation hard drive management Information Assurance scanning, remediation and reporting LIA workstations, New Cumberland NIPRNET, New Cumberland SIPRNET Maintenance and uninterrupted operation of LIA's Classified and Unclassified platforms (Excludes down time for monthly maintenance) Hardware, operating system and Application software configuration and maintenance of LIA's workstations and Microsoft servers, Logistics Transformation Platform (LTP) •· Hardware configuration and maintenance of LTP Linux systems RIM/Blackberry Handheld Software and account administration Evolution Data Optimized (EvDO) and GOBI disc laptop configuration and support Network configuration and system administration support for LIA's current and emerging chartered projects •· LIA In-house applications server support •· Disaster Recovery Operations •· Logistics Project Support •· Hardware and software lifecycle maintenance The area of focus is to support a broad range of technical processes, engineering, operational, sustainment and management functions pertaining to responsibilities inherent to being designated as the U.S. Army G4 FOA in order to support integration of logistics systems and processes related to innovation. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR REIMBURSE ANY COSTS ASSOCIATED WITH THE PREPARATION OF RESPONSES TO THIS RFI. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. Whatever information is provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process for the USA Logistics Innovation Agency (LIA) Information Technology (IT) support project. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. This RFI is a request for all interested parties including small businesses to describe their technical capabilities and demonstrated experience with support for the USA Logistics Innovation Agency (LIA) Information Technology (IT) support project contract needs. Interested parties should describe their technical capabilities and demo nstrated experience with Application/software development and implementation using Oracle, MS Access, Visual Basic, C++,.Net, Macromedia MX Studio w/ColdFusion, and MS SharePoint, Database/data warehouse development and support using Oracle, MS Access and Structured Query Language (SQL), Video Teleconferencing Support, server administration maintenance and Tier II support, Help Desk Tier I operation and management, Information Management Administration, Information Assurance scanning, remediation and reporting NIPRNET and SIPRNET, Hardware configuration and maintenance of LTP Linux systems, RIM/Blackberry Handheld Software and account administration, Network configuration and system administration support, Disaster Recovery Operations, Logistics Project Support, and hardware and software lifecycle maintenance. All interested contractors are requested to provide written response to the requested information below. A response to this RFI is necessary in order to assist DISA in determining the potential levels of interest, adequate competition, and technical capability within the Small Business Community to provide the required services. In addition, this information will also be used to assist DISA in establishing a basis for developing any subsequent potential subcontract/small business participation plan and/or small business goal percentages. The acquisition has 6 tasks as listed below: Task 1 - LIA IT Architecture Planning & Management Task 2 - Program Management Task 3 - LIA Business Process Performance •· Task 4 - Infrastructure Technology Research Task 5 - LIA Network and Data Administration Task 6 - Custom Application Design, Development, and Maintenance Task 7 - Product Integration Task 8 - Hardware and Software Test and Evaluation •· Task 9 - Help Desk Support Information Technology (IT) support project is intended to support a broad range of technical processes, engineering, operational, sustainment and management functions pertaining to responsibilities. To accomplish the tasks outlined, the winner of this FY12 IT support effort shall be required to cooperate and work with the contractor supporting the Logistics Assessment Contractor effort. This work must be conducted on government facilities ( LIA's two locations (New Cumberland, PA and Fort Belvoir, VA )
