- This pre-solicitation notice is for the Direct Procurement Method for packing, containerization, local drayage, delivery, unpacking, storage, and related services for personal property shipments (Schedules I, II & III). ESC/PKOB (Operational Contracting), Hanscom AFB, MA intends to solicit for DPM services that will include furnishing all personnel, equipment, facilities, supplies, services and materials, except as specified as Government-furnished, for the preparation of personal property of military members and civilian employees for movement or drayage and related services. Service areas include all territory in the New York counties of Albany, Columbia, Fulton, Green, Hamilton, Montgomery, Rensselaer, Saratoga, Schenectady, Schoharie, Warren and Washington; all territory in the Massachusetts counties of Berkshire; for all territory in the Vermont counties of Bennington and Rutland. The provisions of FAR 52.247-2, Permits, Authorities, or Franchises, are applicable for qualification to perform services under any contract awarded for these packing and crating services. In addition, warehouses are required to be inspected by a Government representative and to have an installed fire protection system accredited by the cognizant fire insurance rating organization in order to qualify as approved warehouses. The resulting award will be a firm fixed price contract with a base year and four (4) option periods. The anticipated start date is July 1, 2012. This requirement is 100% set aside for small businesses. The NAICS code for this requirement is 488991- Packing and Crating and the related size standard is $25.5 million. The solicitation estimated issue date is on or about April 1, 2012. The solicitation, when posted, will only be available electronically. Paper copies will not be available. It is the responsibility of the offeror to review the Federal Business Opportunities website for notice of amendments, updates or changes to the solicitation. To be eligible for award, prospective offeror's must completed ORCA and be registered in the Central Contractor Registration (CCR) database, under the appropriate small business category and NAICS Code.
