Description
The Naval Air Systems Command (NAVAIR), Air Combat Electronic Program Office (PMA-209), intends to issue a firm-fixed-price delivery order on a sole source basis under Basic Ordering Agreement N00019-08-G-0016 with Rockwell Collins Government Systems (RCGS). NAVAIR is assigned responsibility for the planning, programming, budgeting, procurement, installation, operation, and support of the Air Combat Electronics programs. PMA209 intends to task Rockwell Collins to implement an embedded Tactical Secure Voice (TSV) Version 2.0 Suite A Cryptographic Equipment Application (CEA) in the RT-1939(C) and RT-1990(C) radios. PMA209 intends to task Rockwell Collins to develop and validate through the National Security Agency (NSA), upgrades for the RT-1939(C) and RT-1990(C) radios. This task shall embed the mandatory requirements of a UHF/VHF specific TSV 2.0 Suite 'A' CEA. These efforts shall encompass all Project Management aspects, Engineering, Hardware and Software Development, Testing, and Data Deliverables. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements.' A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: As Rockwell Collins is the sole developer of the ARC-210 Family of products and related ancillary equipment and maintains the proprietary rights to this radio, it is the only source capable of providing the required efforts. Subcontracting opportunities may be available and should be sought with Rockwell Collins Government Systems at the following address: Rockwell Collins, 400 Collins Road NE, Cedar Rapids, IA 52498.
