- The U.S. Army Contracting Command - Rock Island is hosting a pre-proposal conference for solicitation W52P1J-11-R-0017 for the M142 Firing Device, NSN: 1375-01-040-1526, posted to FedBizOps on 17 Jan 12. The main emphasis of this pre-proposal conference is to discuss a new quality clause in this Request for Proposal (RFP), "Process Capability, Control, and Improvement Requirements," (PCCI) local clause number 52.246-4017, dated May 2011. The intent of the PCCI clause is to eventually replace the current quality clause entitled, "Statistical Process Control," (SPC) local clause number 52.246-4506, dated Mar 2006 as a superior method of process control. Both the PCCI and SPC clauses are included in the RFP, but the resultant contract will only be awarded with either the PCCI or SPC clause (with corresponding data requirements), but will not include both. The RFP requires separate pricing for SPC clause implementation or PCCI clause implementation on the required price matrix. The pre-proposal conference will be held on Wednesday, 01 February 2012 starting 9:00 am CST, at Rock Island Arsenal, IL, Building 350, 6th Floor, Wheeler Conference Center. The pre-proposal conference will provide an overview of important aspects of the RFP, address offeror questions to date; and provide an overview, methodology, and training for the new PCCI clause. The pre-proposal conference will also provide opportunity for one-on-one sessions between the Government and potential offerors. The Government requests that all questions pertaining to this RFP, as practical, be submitted no later than 25 January 2012 for the Government to address at this conference. All Contractor attendees must be U.S. Citizens and must be pre-registered for visitor access to the Rock Island Arsenal. All visitors will be required to present a valid photo ID for entrance.
