- SOURCES SOUGHT SYNOPSIS For Mowing and Grounds Maintenance to be performed at Nimrod/Blue Mountain Lakes, Yell County, Arkansas This is a SOURCES SOUGHT announcement, a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results for this evaluation. The U.S. Army Corps of Engineers-Little Rock District has been tasked to solicit for and award a Mowing and maintenance services contract at the Nimrod and Blue Mountain Project Offices. Work shall include but not limited to inspection, policing of grounds and mowing and trimming. The contractor shall furnish all necessary management, supervision, inspection, personnel, materials, supplies, parts, tools, equipment, transportation, and vehicles. Proposed project will be a competitive, firm-fixed price, Indefinite, delivery-indefinite quantity contract procured in accordance with FAR 14, Sealed Bidding. The government intends to issue a solicitation depending on the responses to this synopsis. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women owned, and Historically Black Colleges and Minority Institutions (HBCU/MI). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HubZone, SDVOSB and WOSB businesses are highly encouraged to participate. The Government is seeking qualified experienced sources capable of performing Mowing, trimming and maintenance services at Nimrod and Blue Mountain Park Project Offices. Please see attachments 4, 5 & 6 pertaining to Nimrod Lake Boundary Lines containing Map of the areas of responsibility for Contract year 2012, 2013 and 2014 respectively. Also attachments 7, 8, & 9 pertaining to Mountain Lake Boundary Lines containing Map of the areas of responsibility for Contract year 2012, 2013, and 2014. The North American Industry Classification System code for this procurement is 561730 which have a small business size standard of $7.0 million. The Standard Industrial Code is 0782 and the Federal Supply Code is Z1PA. Small businesses are reminded under FAR 52.219-14; Limitations on Subcontracting that they must self perform at least 50% of the cost of the contract performance incurred for personnel shall be expended for employees of the concern. 8(a) firms are reminded they need to have a bonafide office in the area to where the work is to be performed should the acquisition be set-aside for 8(a) program. Anticipated solicitation issuance date is on or about 21 February 2012, and the estimated proposal date will be on or about 6 February 2012. The official synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is used. Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's interest in bidding on the solicitation when it is issued. 3. Experience: Contractor must provide a brief description of similar projects, customer name, and timeliness of the performance and customer satisfaction and dollar value of the projects. Minimum of 2 but no more that 3 similar \jobs: at least two of the projects provided must be valued at least $100,000.00 4. Firm's capability to perform the services requested 5. Firm's small business category and Business Size (Small Business, HUB Zone, Service Disabled Veteran Owned Small Business, 8(a) Historically Underutilized Business Zones (Hub-Zone), Women owned, Service-Disabled Veteran-Owned small Business (SDVOSB), and Historically Black Colleges and Minority Institutions (HBCU/MI) include HBCU/MI. 6. Firm's Joint Venture information if applicable - existing Interested Firm's shall respond to this Sources Sought Synopsis no later than 2:00pm CST on 30 January 2012. All interested firms must be registered in CCR to be eligible for award of Government contracts.
