- NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Norfolk VA, 23511-3392 intends to negotiate a Sole Source Firm Fixed-Price contract with Proquest LLC for the subscription renewals of on line data base software and license with deep indexing features for use at the United States Naval Academy, Annapolis, MD 21402. The on line subscription renewals and licenses will be acquired in accordance with Federal Acquisition Regulation (FAR) 6.302-1, FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The anticipated period of performance will commence on 1 February 2012 and conclude on 31 January 2013. The North American Industry Classification System code for this acquisition is 519130. A request for a complete proposal package will be available for download on or about 18 January 2012 at the following websites: http://www.neco.navy.mil, or www.fbo.gov. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above cites. This office will no longer issue hard copy solicitations. By submitting an offer, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the Central Contractor Registration (CCR) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-999-227-2423, or via the Internet at https://www.bpn.gov/ccr/default.aspx.
