Description
PRESOLICITATION NOTICEThe Department of the Interior National Business Center, Acquisitions Service Directorate on behalf of the Bureau of Land Management, intends to solicit for Exclusive Use fixed wing aircraft services as follows: DESCRIPTION This is a Pre-Solicitation Notice Only. The Department of the Interior, Bureau of Land Management, has a requirement for flight services using a multiengine, turbine-powered land aircraft. The intent of this contract is to obtain fully Contractor operated and maintained exclusive use aircraft flight services to used for transporting and dropping smokejumpers, transporting and dropping paracargo, reconnaissance, testing of parachutes and other aerial equipment, transportation of personnel and/or cargo in support of fire suppression activities, search and rescue, natural resource missions as prescribed in the solicitation. Contractors must be certified under A Federal Aviation Administration (FAA) Air Carrier Certificate; which authorizes the Contractor to operate in the category and class of aircraft and under flight conditions required by this contract. Aircraft shall be identified as required by 14 CFR Part 121.135(7) or 135.63 or Operations Specifications Part D, Aircraft Listing, as appropriate. Aircraft shall be fully equipped to carry the number of passengers offered in accordance with the standards of 14 CFR Part 121 or 135 as appropriate. The contract aircraft must have engineering support for continued airworthiness from the current type certificate holder or supplemental type certificate holder. The aircraft must have a Standard Airworthiness Certificate issued under 14 CFR 21.183 and a restricted airworthiness certificate issued under 14 CFR 21.25 and 21.185 to include the special purpose of forest and wildlife conservation (fire suppression) work. Multiple Airworthiness Certificates issued in accordance with 14 CFR 21.187 are required. Transport of hazardous materials will be required in accordance with the Department of Transportation's special permit DOT-SP-9198. The anticipated exclusive use period will be from May 7, 2012 through August 4, 2012, with the anticipated contract period being from May 1, 2012 through April 30, 2013, with four, one-year options. The anticipated issue date of the solicitation is February 13, 2012 with a projected closing date of March 19, 2012. It will be a requirement that the successful awardees be registered in the Central Contractor Registry (CCR) and ORCA. The solicitation will be posted here as well as http://amd.nbc.gov under Current Solicitations under Business Opportunities. This procurement will be competed full and open.
