Description
The USDA Forest Service, Gifford Pinchot National Forest is soliciting offers to distribute Mount Saint Helens climbing permits to climbers who purchased their climbing permits online. An estimated 13,000 to 13,500 permits will be issued each year (2012 through 2014). From April 1 - October 31 a fee is charged to climb. From May 15 - October 31 climbing is limited to 100 climbers a day. On a daily basis, Forest Service will provide a list of confirmed or registered climbers to the contractor for the purpose of issuing permits. Climbers can purchase a Mount St. Helens Climbing Permit online for the 2012 season April 1, 2012 - October 31, 2012. The contractor shall provide the following: on-site computer access for the public with internet, printing, WI FI for personal computer access, dedicated Fax line, ample parking area for up to 20 vehicles, open and available for issuing climbing permits between the hours of 6:00 a.m. to 9:00 p.m, covered outdoor registration kiosk, and on site public restroom facilities. The contractor issuing the permits shall be located within 30 miles of Climbers Bivouac, located at the end of Forest Road 8100-830. Government furnished property will include: climbing permits, climbing register box, climbing register signs, parking permits, and maps. A solicitation for this project will be posted to this website on January 20, 2012. The contract period of performance will be from April 1, 2012 - October 31, 2012. The resultant contract will have two one year options which the Government may elect to exercise. If the Government elects to exercise all options, the contract period of performance will end October 31, 2014. This acquisition is 100% set-aside for small business concerns. NAICS code is 561990 size standard is $7.0 million. Offers will be evaluated on Technical Capability (relevant experience and past performance and other factors. Experience and Past performance will be evaluated for the quality and timely completion of similar type projects, including business relations and customer satisfaction. The Government will inquire about the following elements, which are all of equal importance in relation to each other; (1) quality of the offeror's work; (2) customer satisfaction; (3) professionalism of the firm during performance and the final completion of the project (4) overall business relations. Offeror may offer other amenities other than the items listed in the solicitation. Preference may be given to firms offering additional amenities if the Government finds those amenities advantageous to the climbing program (i.e. hot meals that climbers can purchase for breakfast, lunch and dinner, etc.). All responsible sources may submit an offer which will be considered by the government. In accordance FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) Database prior to award of a contract. Lack of registration in the CCR Database will render an offeror ineligible for award.
