Description
Notice of Intent to Issue Sole Source Award The Department of the Health and Human Services, Program Support Center (PSC) intends to award a sole source contract under the authority of FAR Part 6.302-1, 10 U.S.C. 2304(c) (1), to First DataBank, 500 East 96th Street, Suite 500 Indianapolis, IN, for the Licensed Renewal to The National Drug Data File (NDDF), Enhanced Package and Premium Module Medicare Module- HCPSC Select. First DataBank is a recognized supplier of Suggested Wholesale Price (SWP) and other pricing data for all drugs approved by the FDA. This pricing data, as well as drug-drug interaction and therapeutic class data, are provided as part of the NDDF Plus Core Bundle, which the Office of the Inspector General (OIG) has subscribed to historically. This data has proven essential to Office of Audit Services (OAS) audit work. In addition to the Core Bundle data, the Enhanced Bundle offers modules critical to data analysis work by OAS and Consolidated Data Analysis Center (CDAC) staff. The Drug-Disease Contraindications Module assist analysts in identifying potentially hazardous prescribing practices with warnings concerning the use of certain drugs in patients with specific health-related conditions and diseases, or patients who have had certain procedures or diagnostic tests. The Indications Module provides information on medications that are known to be appropriate for a patient's condition, covering both labeled and unlabeled indications. The Geriatric Precautions Module provides access to geriatric precaution information, including severity levels and contraindication formation. The Medical Lexicon module gives medical vocabulary relating drug products to various diagnoses and health-related concepts. The ability to associate prescription drug events with this NDDF drug information is essential for efforts to identify inappropriate, and possibly fraudulent, prescribing practices. It is the intent to purchase a one year subscription Supplies or Services Required: This is a requirement to renew the Licensed Products used to perform pharmacy claim benefits analysis, cost audit analysis, and retrospective claims review. The Licensed Products will be used for the internal research application within the U.S. Department of Health and Human Services and the Office of the Inspector General. This unique license offers the following licensed products: NATIONAL DRUG DATA FILE (NDDF), Enhanced Package COUNSELING MESSAGES MODULE DOSAGE RANGE CHECK MODULE DRUG ALLERGY MODULE DRUG-DISEASE CONTRAINDICATION MODULE DRUG-DRUG INTERACTION MODULE DRUG-FOOD INTERACTION MODULE DRUG-LAB INTERACTION MODULE DUPLICATE THEARAPY MODULE INDICATION MODULE INTRAVENOUS MODULE MIN/MAX DOSE MODULES PATIENT EDUCATION MODULE (English) PRECAUTIONS MODULES (GERIATRIC PEDIATRIC, PREGNANCY, LACTATION) PRESCRIBER ORDER ENTRY MODULE (POEM) PRIORITIZED LABEL WARNINGS MODULE (English) SIDE EFFECTS MODULE PREMIUM MODULE MEDICARE MODULE -HCPCS Select The applicable North American Industry Classification System (NAICS) code is 511210, Software Publishers. This is not a request for proposals and no solicitation is forthcoming. However, firms that believe they can provide these services in their entirety must submit a written notification of interest and capability to the Contract Specialist by the date and time indicated. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. PSC will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to award any contract.
