- This notice is being posted in compliance with FAR 8.405-6(a)(2), within 14 days after establishing a Blanket Purchase Agreement (BPA) supported by a limited-sources justification. On January 10, 2012, the IRS issued a BPA to Monster Government Solutions under TIRNO-12-Z-00006 against GSA Schedule 70, and Monster Government Solution's GSA Contract Number GS35F0609V. This BPA was issued under the authority of FAR 8.405-6(a)(1)(i)(B), Only once source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. BPA TIRNO-12-Z-00006 will be used to acquire supplies and services for the CarrerConnector application which is based on Monster Government Solutions (MGS) Quickhire application. The current CareerConnector system also generates a wide variety of reports to meet OPM regulatory reporting requirements and provides dashboard type functionality for tracking metrics on recruitment activities. The contractor would be required to operate and maintain the CarrerConnector system and provide business and operations continuity (including backup and disaster recovery capabilities). The CareerConnector system is based upon a Commerical Off the Shelf (COTS) solution provided by MGS. MGS provides the software under an Application Service Provider arrangement, whereby MGS provides the right to use the application to the customer via the internet in exchange for a monthly subscription fee. As the proprietary software vendor for the CareerConnector system, no other vendor can provide this COTS solution. This software is used by the Treasury Department's HR Connect Program Office to provide services for CareerConnector. The period of performance of this BPA is five years (one base year, and four one year options) beginning on January 12, 2012 and ending on January 11, 2017 (the end date of option year 4). The estimated ceiling of this BPA is $18.9 Million. The intent to award this BPA under limited sources authority was previously issued on June 16, 2011 under Solicitation Number TIRNO-11-Q-00137 with responses due on June 30, 2011.
