Description
The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC), intends to award a sole source contract to the Pacific Institute for Research and Evaluation (PIRE), 11720 Beltsville Drive, Suite 900, Beltsville, MD 20705-3166 for an analysis of the 2007 National Roadside Survey data. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 541720, Research and Development in the Social Sciences and Humanities. The period of performance for this procurement is 12 months. PIRE conducted the 2007 National Roadside Survey, on behalf of the National Highway Traffic Safety Administration. This survey collected data on children, youth, and adult passengers of drinking drivers, as well as data on the trip and the drinking drivers themselves. The survey contained information on a broad spectrum of persons who chose to ride with drinking drivers, an analysis of this data will allow the CDC to explore the relationship between drinking drivers and their passengers. The 2007 National Roadside Survey was conducted by PIRE, and the data is proprietary. Therefore, PIRE is the only source capable of conducting an analysis of this data. There are no other recent surveys that collect information on the passenger, driver, and trip and provide information on the Blood Alcohol Content (BAC) of the driver and the amount of alcohol that the passenger ingested. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the Pacific Institute for Research and Evaluation. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Vallerie Redd via email ONLY at gfj3@cdc.gov with the solicitation number 2012-Q-14331 referenced in the subject line NO LATER THAN February 2, 2012. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
