- Description: The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Lockheed Martin, Liverpool, NY for the Interface Control Documents for the three major sub-assemblies in the Auxiliary Rack Assembly of the E-2D aircraft APY - 9 Early Warning Radar System. The Government intends to procure the above items under the authority of 10 USC 3204 (c) (1), FAR 6.302-1. The Government does anticipate procuring data rights and competitive drawing package for this effort as the Original Equipment Manufacturer (OEM) is unwilling to sell their data rights. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. Vendors seeking award must be currently registered in the Central Contractor Registration (CCR) database and furnish their 5 digit CAGE Code with their quote to effect electronic payment. CCR registration information can be found at www.ccr.gov. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
