- Amendment 05 2013 Presidential Inaugural Stands, Washington, D.C. PRESOLICITATION NOTICE/SYNOPSIS. PROCUREMENT IS UNRESTRICTED, FULL AND OPEN COMPETITION. PROJECT MAGNITUDE: Between $1,000,000 and $5,000,000 (See FAR 36.204 Disclosure of the Magnitude of Construction Projects). The Architect of the Capitol (AOC), 2nd and D Streets SW, Washington, DC, is hereby notifying interested offerors of its intent to issue Solicitation No. RFP120000 for the construction of the 2013 Presidential Inaugural Stands. The successful offeror shall furnish all the labor, equipment, and materials required to perform the work to include furnishing, delivery, erection, and subsequent removal of the Inaugural Stands for the 2013 Presidential Inaugural Ceremony located at the West Front of the United States Capitol, Washington, D.C. Offerors are advised that the AOC is a legislative branch entity and as such is NOT subject to the Federal Acquisition Regulations (FAR). However, this procurement will be solicited using a Request for Proposal (RFP) as outlined in FAR Part 15, which will result in the Best Value to the Government. Instructions to offerors and the Government's evaluation process will be further detailed in the forthcoming solicitation. The Government intends to award a single Firm-Fixed Price construction contract resulting from this solicitation. The RFP, and any subsequent amendments, will be issued in electronic format only and will be available for download on or about December 01, 2011 on Federal Business Opportunities (www.fbo.gov). For security reasons, the AOC is NOT permitted to post or electronically transmit drawings. Therefore, t he RFP's associated plans and specifications will be provided on compact disc to interested offerors only upon request. To obtain a copy of the plans and specifications, firms must provide their written requests via FAX on 866.489.4458 or e-mail at jkuhl@aoc.gov. Offerors shall mark their request attention A Mr. Jeffrey Kuhl, Contracting Officer @ ; identify the solicitation number, your full company name, mailing address, telephone number, and a contact person. Please be advised the date for solicitation posting is estimated and the actual posting date may be after the estimated date. Scheduling of a pre-proposal meeting and site visit is anticipated with details to be outlined in the solicitation package.
