- This is a NOTICE TO INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13. The US Army Contracting Command, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a rquirement to procure the following services for the per call (time & materials) repair and maintenance on the government owned Range AA5 Elevated Rail System. CLIN 0001 The contractor shall provide per call (time & materials) repair and maintenance on the Government-owned Range AA5 Elevated Rail System. Period of Performance: 1 January 2012 through 31 December 2012 Price Breakout: Labor Category Hourly Rate Project Leader $________ Engineer $________ Sr. Technician $________ Sr. Machinist $________ Technician $________ Machinist $________ Material Load Factor - 9% Travel expenses shall be billed a cost, not to exceed the limits as set forth in the Federal travel regulations in effect at the time of travel. CLIN 0002 - Accounting for Contract Services Cost for Providing Accounting for Contract Services - RDECOM CC001-10, Accounting for Contract Services Requirement, has been added to the statement of work, and the contractor is rquired to provide data on contractor manpower (including subcontractor manpower) for performance of this contract. Instructions, including the Contractor and Subcontractor User Guides, are available at the CMRA (Contractor Manpower Reporting Application) website at: https://cmra.army.mil. CLIN 1001 The contractor shall provide per call (time & materials) repair and maintenance on the Government-owned Range AA5 Elevated Rail System. Period of Performance: 1 January 2013 through 31 December 2013 Price Breakout: Labor Category Hourly Rate Project Leader $________ Engineer $________ Sr. Technician $________ Sr. Machinist $________ Technician $________ Machinist $________ Material Load Factor - 9% Travel expenses shall be billed a cost, not to exceed the limits as set forth in the Federal travel regulations in effect at the time of travel. The Government intends to award a Firm-Fixed Price sole source purchase order to DVF Corporation, 9455 Earley Drive, Hagerstown, MD 21740. DVF Coporation is the sole source to provide the service needed because they are the designers and programmers of the Elevated Rail System and the sole source in United States able to provide the services with the knowledge, experience, and expertise required. The associated North American Industry Classification System (NAICS) Code is 541330 and the Business Size Standard in the size standard in millions of dollars is $4.5. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the descretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 8:00 AM Eastern Time, January 19, 2012. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
