Description
Access Request Form This is a Request for Information (RFI) or Solicitation for Planning Purposes for a proposed project to design and construct a high voltage power system from an existing substation in Kabul SW, Afghanistan to Gardez. The objective is to provide a cost effective, reliable transmission system for the distribution of electric power in Afghanistan. The US Army Corps of Engineers (USACE), Philadelphia, does NOT intend to award a contract on the basis of this RFI. Responses to this notice will require the submission of a White Paper consisting of written documentation describing the source's understanding of the technical requirements listed herein; comments on the technical feasibility of the project; and Rough Order of Magnitude (ROM) pricing. The White Paper shall be no longer than 15 pages in length. USACE intends to use this information to determine current industry capabilities and verify the cost to design/construct this undertaking. USACE, Philadelphia intends to release a Pre-solicitation Notice and Final Request for Proposals in the mid-April time frame. PLEASE NOTE: The project performance time, liquidated damages, evaluation factors, etc. are subject to change in the final version of the Request for Proposals issued as a result of this RFI. All additional information will be posted to the Federal Business Opportunities (FBO) Webpage at a later date. NAICS 237130 will be applicable to any future project resulting from this RFI. This Request for Information is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government. There is no basis for claims against the government as a result of information submitted or demonstrations provided in response to this Request for Information. One purpose, among others, is to identify potential sources that may be interested in and capable of performing the work described herein. SOURCES MUST UNDERSTAND THE ENTIRE FINANCIAL BURDEN OF PARTICIPATING IN THIS PROCESS WILL BE THE SOLE FINANCIAL RESPONSIBILITY OF THE POTENTIAL OFFEROR. Sources are advised to read this Request for Information thoroughly and in its entirety, including all reference documents and cited web pages. RESPONSES: The White Paper must be submitted to both denise.m.detitta@usace.army.mil AND michelle.l.johnson@usace.army.mil no later than 4PM, local time, February 2, 2012. The e-mail must clearly state "RFI W912BU-NEPSPROJ" in the subject line to permit easy recognition of responses. ACCESS REQUEST INSTRUCTIONS: Firms interested in gaining access to the RFI documents must complete the "access request" document posted on the FBO website send to denise.m.detitta@usace.army.mil. The request must be completed fully to be authorized access. Afterwards, you must login to www.fbo.gov, search for the RFI number W912BU-NEPSPROJ then follow these next steps: I. If a package requires explicit access, when the "packages" sub-tab is clicked, the vendor will see a warning indicating that the sensitive, but unclassified documents require "explicit access". II. To request "explicit access" use the "request explicit access" button. III. If a request for explicit access was previously submitted, and is pending review, the vendor will see designation that explicit access was previously requested. IV. Vendors receive an email notification once their request has been approved or rejected. All responsible sources may submit a white paper under this RFI, which shall be considered by the agency. All draft plans, specifications, and reference documents will only be available to those who have completed the access request form, via the Federal Business Opportunities (FBO) homepage located at www.fbo.gov. Registration for the RFI with draft plans and specifications should be made via FBO Internet homepage. Hard copies will not be provided. No written or faxed requests will be accepted. Contractors are responsible for printing paper copies of the draft documents. Written questions for clarification can be directed to the points of contact listed in the previous paragraph. Please note that USACE, Philadelphia, if deemed beneficial, may post all questions submitted to the FBO webpage with the requisite answer(s) for viewing by all qualified FBO vendors to facilitate broad industry discussion. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.
